Національний консультант з розробки навчального онлайн-курсу з молодіжної роботи та молодіжної політики для порталу Освіта.diia.gov.ua

Through this assignment, UNDP seeks services of a qualified Consultant to design an online learning course on youth work and youth policy (”Basics of youth work” the exact name of the course may be altered) for the Osvita.diia.gov.ua portal. The aim of this online course will be to scale up the number of qualified civil servants and civic activities with increased knowledge and skills on how to strengthen the development of youth sector and youth policy implementation in Ukraine during the war and in post-war reality. The assignment has to be carried out in close coordination and cooperation with the Civil Society and Youth Support team and relevant representatives of the Ministry of Youth and Sports of Ukraine. The online course must fully comply with the requirements and standards of the Osvita.diia.gov.ua portal.  

  1. SCOPE OF WORK AND EXPECTED OUTPUTS

The Consultant will be responsible for creating of an online course suitable for governmental employees, CSO representatives and educators working with youth.

The Consultant is requested to:

  1. Provide UNDP, MYS and the Osvita.diia.gov.ua portal team (Osvita.Diia) with the two (2) options of format, content of the course.
  2. Support the Diia to run the video and audio capture and editing, using equipment that matches the minimum requirements set forth below;
  3. Ensure that text scripts provided by UNDP are adopted to fit the standards of Osvita.Diia, after approval, start shooting the course;
  4. Develop seven (7) episodes of the series with relevant topics below. Correction or minor replacement of up to 20% of the content/title of content topics is allowed. In addition to the 7 episodes of the video course, the Consultant is obliged to make a promotional video up to 1 minute long with 2-4 speeches from the course speakers in the format “Why you should watch this course” and inserts between these phrases with fragments of the video depicting the filming process (backstage);
  5. Develop a course description and tests in the format of closed questions with multiple-choice answers, where 1 or 2 answers out of 4 available options are correct. There should be at least 2 questions for each episode, and for the last episode – the final test – at least 10 questions that will not repeat the previous ones;
  6. Ensure that UNDP photographer is invited during the shooting of the episodes to make a photo shoot on the stage, from which the Osvita.Diia team will receive portrait photos of all involved experts (depending on the number of speakers) and backstage reportage photos;
  7. Ensure that all video materials are provided to the UNDP and Osvita.Diia teams, and the ability to make edits to videos at least twice;
  8. Take care of the presence of a digital component in the series: screenshots, applications (without logo), screen capture, and visualization of examples;
  9. Provide 300,000 ad impressions with an online advertising promo (video or pictures developed by the Diia team);
  10. Provide the Diia team with audio scripts and subtitles in .srt-file format for additional subtitling of the video in Ukrainian and for hosting the course as a podcast;
  11. Assist Osvita.Diia with the integration of the resulting video, text, subtitles, and interactive materials at the Osvita.diia.gov.ua portal and make minor edits and corrections to the course based on UNDP and MYS feedback if any.

While the ultimate configuration of the course is to be discussed and agreed upon by UNDP, MYS and Osvita.Diia, the approximate content and thematic blocks could be summarized as noted below. The course is to be created and administered in Ukrainian.

As expected, the course will consist of 7 videos, approximately 8-12 minutes in length each. A short promotional video should not exceed 1 min in length. Participants upon completion are granted with certificate of standard form, equal to 2,4 credits.

The list/topics of the course modules:

Module 1 – What is youth policy for?

Module 2 – What is social cohesion? What barriers are there for youth?

Module 3 – What is participation and what are the preconditions for it?

Module 4 – Level of youth participation

Module 5 – What is youth work (examples with the focus on values, voluntary principles)

Module 6 – Youth work types

Module 7 – What is youth policy and how youth can be engaged in its development?

The initial texts for the lectures and suggested test questions will be provided by UNDP. The Consultant will be responsible for adapting the texts to the requirements of the Osvita.diia.gov.ua platform.

Minimum requirements for equipment that would be used in course production

To fit the required format for courses at the Osvita.gov.ua portal, equipment to be used for production that is either owned or rented by the incumbent, should have the following (or equal in capability) specifications:

  • Video cameras – Blackmagic Pocket Cinema Camera 4K or Sony Alpha a7 III or similar capability equipment;
  • Optics – Sigma 18-35 f1.7, or Sony 16-35 f 2.8, or Zeiss Batis 25 mm f 2 E mount, or Zeiss Batis 40 mm f 2 E mount, or Canon EF 24-70mm f/2 8L 82 mm, or Canon EF 70-200mm f/2 8 IS 77 mm or similar capability equipment;
  • Teleprompter – AutocueQTV Starter Series 17, or AutocueQTV Starter Series 12 mm or similar capability equipment;
  • Studio lights – at least 8 light points.

Availability of the listed equipment or equivalence of specifications for the owned or rented equipment shall be confirmed by listing detailed specifications for each of the items in a table attached to the candidate’s proposal.

Develop and provide the UNDP, Ministry of Youth and Sports of Ukraine and Osvita.diia with the two (2) options of the format and content of the online course.

 

Each option has to include detailed description of each module, suggested types of tests, level of tests, and adaptations to different learners’ needs.

 

Output: detailed design and format of the online course, including description of all modules, and test methods (such as multiple tests, miss-and-match questions, etc). Design of all the modules approved by UNDP, MYS and MDT.

The document should follow the next requirements: up to 5 pages single spacing, Myriad Pro, size 11, Ukrainian language.

 

One month from the start of the contract

Deliverable 2

Provide the narrative script for each episode of the module. Narrative script should be developed in cooperation with the pull of invited experts for each module, approved by UNDP and MYS team.

 

Consultant will be responsible for the following:

2.1. Establish collaboration with experts in the field of youth to create the content for each module (information and contacts with be provided by UNDP at a later stage).

 

2.2. Prepare and submit the draft content of each module session (as specified in this Section 3 above). The structure of the session should be the following:

  • Theoretical information, definitions, glossary;
  • Case study;
  • General conclusions;
  • Key literature sources;

The list and topics of modules are specified in this Section 3 above.

 

2.3. Each module narrative script draft has to be stored in a separate folder with:

- a narrative script in document (*.docx) single spacing, Myriad Pro, size 11, Ukrainian language;

- a 2-3 sentences description of the episode with name(s) and title(s) of the invited expert(s) in Ukrainian in a document (*.docx);

- provided selection of photos and images required for visual content of the module (if any) in the resolution specified by MDT team.

 

2.4. Draft a video script for a short promotional video. The draft is to be approved by UNDP, MYS, and MDT (the ultimate procedure for approvals will be determined additionally).  

 

Output: detailed narrative video-script set for each of the seven modules, session of the course, developed in collaboration with and approved by the UNDP, MYS, MDT.  

Two months from the completion of the deliverable 1

Deliverable 3

Capturing, editing and finalizing the video and audio materials for each module of the course and supporting materials. Uploading these video materials on the Osvita.diia.gov.ua platform.

Video and audio materials of the course are captured and edited, including a short promotional video. All course materials, including video, audio, graphics, text, subtitles, screen-sharing demonstrations, backstage photos and interactive materials prepared for upload to the Osvita.gov.ua portal. All materials are to be approved by UNDP, MYS, and MDT (the ultimate procedure for approvals will be determined additionally) and be compliant with the required format for courses at the https://osvita.diia.gov.ua/ portal.

 

Output: the educational video and audio materials are shot and finalized according to the comments and approved by UNDP, MYS, MDT. The approved videos and audio materials uploaded on the Osvita.diia.gov.ua and are ready to be launched as a new online-course.

Three months from the completion of the deliverable 2

  1. MANAGEMENT ARRANGEMENTS

The Consultant will be primarily responsible for achieving the objectives of the assignment. The Consultant will report to the Civil Society Project Coordinator and will work closely with representatives of the Democratic Governance Portfolio of UNDP in Ukraine.

The Consultant will be responsible for all personal administrative expenses associated with the assignment, which include renting of the equipment and studio, printing costs, stationery, telephone, and electronic communication. In case any public events are planned jointly by the Consultant and UNDP as part of the present assignment, the Consultant will not be responsible for logistics of events. UNDP will cover the conference costs (including possible printing, food, accommodation, etc.) on its own.

  1. MONITORING REQUIREMENTS / TERMS OF PAYMENT

The Consultant shall provide the necessary information and reports according to a preliminary determined schedule or as soon as possible (within a reasonable period of time). The Consultant will duly inform UNDP of any problems, issues or delays arising in the course of implementation of the assignment and take necessary steps to address them.

UNDP will be the final authority to control the quality and evaluate the work. The satisfactory completion of each of the deliverables shall be subject to the endorsement of the Civil Society Project Coordinator. Each deliverable will be delivered in a draft for comments and feedback before finalisation. No reports or documents should be published or distributed to third parties without the approval of UNDP.

All reports and results are to be submitted to the UNDP in electronic form (*.docx, *.xlsx, *.pptx, and *.pdf or other formats accepted by UNDP). The language of the materials and reports is Ukrainian.

UNDP will provide payments upon provision of each deliverable duly certified by UNDP in accordance with the schedule below:

  1. REQUIRED EXPERIENCE AND QUALIFICATIONS
  • At least Bachelor’s degree in Filming, Photography, Computer Science or related field;
  • At least 2 years of professional experience in the field of video production (including production of multimedia content);
  • At least 3 relevant examples/samples/brief overview of projects completed for government bodies or international technical assistance projects, in the sphere of producing multimedia content (to be included in the respective CV section with the links or provided as separate documents);
  • At least 3 relevant examples of similar projects produced as proven by links to developed online video and interactive courses or an online portfolio;
  • Production of materials that are currently a part of the Osvita.gov.ua portal will be considered as an asset (to be included in the respective CV section with the links or provided as separate documents);
  • Minimum required: fluency in writing, editing and oral communication skills in Ukrainian. Working knowledge of English will be an advantage (Information should be clearly reflected in an applicant’s CV confirmed by the certificates or examples/samples/brief overview of the documents produced by the applicant as provided for the professional experience requirement).
  1. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSAL
  • Personal CV, including information about experience in similar projects / assignments as well as the email and telephone contacts of at least three (3) professional references;
  • Financial proposal;
  • At least 3 relevant examples/samples/brief overview of projects completed for government bodies or international technical assistance projects in the sphere of producing multimedia content (to be included in the respective CV section with the links or provided as separate documents);
  • At least 3 relevant examples of similar projects produced as proven by links to developed online video and interactive courses or an online portfolio;
  • List of equipment that will be used, with detailed specifications as specified in the Section 3 of the ToR. In case equipment is different from the one listed in these ToR, please provide a detailed description of equivalency or superiority of the proposed alternatives.
 
 
 
  1. FINANCIAL PROPOSAL

Lump sum contract

The financial proposal shall specify a total lump sum amount and the cost breakdown per deliverables with an indication of number of the working days and the rate per day.

Payments are based upon output/deliverable, i.e. upon delivery of the services specified in the ToR.

  1. EVALUATION CRITERIA

Educational background – 8 pts max

  • At least Bachelor’s degree in Filming, Photography, Computer Science or related field
    • 8 pts – Master (or equivalent) or higher degree in Filming, Photography, Computer Science or related field;
    • 6 pts – Bachelor degree in Filming, Photography, Computer Science or related field

Professional experience – 57 max:

  • At least 2 years of professional experience in the field of video production (including production of multimedia content)
    • 17 pts – 6 years and more;
    • 14 pts – 3-5 years;
    • 12 pts – 2 years
  • At least 3 relevant examples/samples/brief overview of projects completed for government bodies or international technical assistance projects in the sphere of producing multimedia content (to be included in the respective CV section with the links or provided as separate documents)
    • 17 pts – 6 and more projects completed;
    • 15 pts – 4-5 projects completed;
    • 13 pts – 3 projects completed.
  • At least 3 relevant examples of similar projects produced as proven by links to developed online video and interactive courses or an online portfolio
    • 20 pts – 7 and more relevant projects;
    • 17 pts – 4-6 relevant projects;
    • 15 pts – 3 relevant projects.
  • Production of materials that are currently part of the Osvita.gov.ua portal will be considered as an asset (to be included in the respective CV section with the links or provided as separate documents)
    • 3 pts – demonstrated experience of material production for the Osvita.gov.ua portal;
    • 0 pts – no experience of such production.

Language Skills – 5 pts max

  • Minimum required: fluency in writing, editing and oral communication skills in Ukrainian. Working knowledge of English will be an advantage (Information should be clearly reflected in an applicant’s CV confirmed by the certificates or examples/samples/brief overview of the documents produced by the applicant as provided for the professional experience requirement)
    • 5 pts – fluency in writing, editing and oral communication skills in Ukrainian and working knowledge of English;
    • 3 pts – fluency in writing, editing and oral communication skills in Ukrainian.

Maximum available technical score – 70 points

  1. EVALUATION METHOD:

Cumulative analysis

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

  1. a) responsive/compliant/acceptable, and
  2. b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight: 70%

* Financial Criteria weight: 30%

Only candidates obtaining a minimum 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will be equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and the offeror will be awarded a contract.
