DAI is seeking highly qualified candidates to occupy STTA (Short Term Temporary Assignment) Communication Consultant on National Agency of Ukraine for Civil Service to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.
Project Background
The purpose of the Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:
- Strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence;
- Strengthen anti-corruption compliance and control in local governance;
- Advance transparency and accountability in resilience, recovery, and reconstruction efforts.
The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.\
POSITION DESCRIPTION
The Communications Consultant will support the National Agency of Ukraine for Civil Service (NAUCS) in communication activities. The Consultant will work closely with the NAUCS leadership, particularly the Chairperson, to develop and deliver strategic communication initiatives on the importance of integrity in public service. This includes preparing messages, managing media engagements, creating informational materials, and fostering a culture of integrity within the organization and beyond. The Consultant will play a key role in ensuring that the PI team is informed of major developments, communication activities and projects aimed at enhancing the integrity and efficiency in this sphere.
KEY DUTIES & RESPONSIBILITIES
- Collaborate with the NAUCS Chairperson to prepare clear and impactful messages that align with institutional goals and the principles of integrity.
- Develop guidelines and recommendations for NAUCS communication staff, emphasizing transparency and ethical considerations in messaging.
- Actively manage media interactions to ensure accurate representation of the NAUCS’s and public servants’ activities and priorities.
- Prepare press releases, media statements, posts, and other materials for dissemination through traditional and digital media platforms.
- Develop and produce materials promoting integrity, such as leaflets, informational guides, and reports, tailored to diverse audiences.
- Prepare materials to support the Chairperson’s participation in events, including speeches, presentations, and talking points.
- Create and implement campaigns to raise awareness about integrity measures, steps taken in this regard and the importance of developing integrity models of behavior among public servants and the NAUCS’s role in fostering integrity and transparency.
- Contribute to event planning and promotion, ensuring alignment with the NAUCS’s strategic objectives.
- Support initiatives to strengthen the employer branding of the NAUCS as a state institution committed to transparency, integrity in public service and ethical values.
- Promote and disseminate best practices in integrity in public service across the NAUCS and its stakeholders.
- Advocate for the integration of a culture of integrity in public service within NAUCS operations, among its personnel and other institutions.
Qualifications
- A bachelor’s degree in a relevant field such as journalism, public relations, marketing, or a related discipline is required.
- A minimum of four (4) years of relevant professional experience in communications.
- Project management, writing, and organizational skills, with the ability to manage multiple tasks and deadlines simultaneously.
- Good knowledge of media landscape and proven ability to develop and implement effective media and outreach strategies.
- Excellent communication and interpersonal skills to engage effectively with diverse stakeholders.
- Strong ability to draft newsworthy stories quickly and easily.
- Fast, accurate, creative and versatile writing\editing skills, including for digital media.
- Ability to communicate sensitively, effectively and creatively across different constituencies.
- Analytical skills to collect prepare reports, guilds, and identify areas for improvement.
- Experience with leadership, particularly the Chairperson.
- Ability to think creatively, and have excellent communication and interpersonal skills.
- Excellent knowledge of (written and spoken) English and Ukrainian.
