Консультант/ка Communications Consultant for USAID Cybersecurity for Critical Infrastructure in Ukraine Activity managed by DAI Global , LLC
  1. Background/context:

The purpose of the US Agency for International Development (USAID) Cybersecurity for Critical Infrastructure in Ukraine Activity is to strengthen the resilience of Ukraine’s critical infrastructure from cyberattacks by establishing trusted collaboration between key cybersecurity stakeholders in the government, private sector, academia, and civil society. The activity aims to achieve this goal by implementing the following activity components:

Component 1: Strengthen the cybersecurity enabling environment

The legal, regulatory, and institutional framework for national cybersecurity in Ukraine needs to be strengthened and aligned with international standards and best practices. This component will strengthen the cybersecurity resilience of Ukraine’s critical infrastructure sectors by addressing legislative gaps, promoting good governance, enabling collaboration between stakeholders, and supporting cybersecurity institutions.

Component 2: Develop Ukraine’s cybersecurity workforce

Ukraine suffers from a severe shortage of cybersecurity professionals. This component of the USAID Cybersecurity for Critical Infrastructure in Ukraine Activity will address workforce gaps through activities that develop new cybersecurity talent and build the capacity of existing talent. These activities will address the entire workforce pipeline, the quality of education received by cybersecurity specialists, and industry training programs to rapidly upskill Ukraine’s workforce to respond to immediate cybersecurity vulnerabilities.

Component 3: Build a resilient cybersecurity industry

A growing cybersecurity industry in Ukraine will contribute directly to national security and prosperity. This component will seek to build trust and collaboration between the public and private sector to develop innovative solutions for future cybersecurity challenges; spur investment and growth in the broader cybersecurity market in Ukraine through greater access to financing; support smaller cybersecurity companies to rapidly increase the number of local cybersecurity service providers; and offer mechanisms for Ukrainian firms to connect with industry partners to enable better access to innovations and business opportunities.

  1. Role’s purpose:

In close cooperation with Activity’s Communications Manager and Component Leads the consultant will develop/produce text and visual content to promote and amplify Activity’s messaging and public communications efforts.

         3. Tasks/responsibilities:

  •  In close coordination with the Activity’s Communications Manager, develop/produce clear, high-quality communications content, including but not limited to text content (press releases, articles, other written materials) and visual content (such as video clips, photographs, infographics, and other materials) in line with and in support of Activity’s communications strategy, messaging and USAID branding and for dissemination through Activity’s and other agreed to communications channels, as appropriate.
  • Maintain and develop content for Activity’s Facebook page, Twitter, and other social media accounts.
  • Develop and submit for approval by Activity’s Communication Manager digital communication plan on a weekly and monthly basis to ensure all key messages, topics and subjects are covered by the digital platforms in a timely and effective manner.
  • Provide monthly analytics for Activity’s social media platforms.
  • Work with Activity’s Communications manager and Component Leads to support events, including developing and producing marketing, outreach materials for those events
  • In consultation with Activity’s Communications Manager and Component Leads identify relevant impact stories to be produced for promotional purposes and produce content for text and/or visual impact stories.
  • Provide graphic designs for Activity’s different visual content, including infographic
  • Monitor and compile information regarding global and regional issues, trends, and events related to cybersecurity
  • Ensure compliance with USAID branding and marking requirements and guidelines.
  • Support with other communications tasks, as needed, and per guidance of Activity’s Communications Manager 

       4. Period of Performance: 

         1 July 2023  -31 July 2024

       5. Maximum Level of Effort: 250 days

 7. Requires Skills ad Qualifications

  • Bachelor’s Degree in communications or related fields  
  • Minimum five (5) years of professional experience in communications, including public relations, media, marketing, TV, etc.   
  • Familiarity with local vendors for different communications/media production services  
  • Ukrainian – native speaker
  • Fluency in English and Ukrainian.    
  • Excellent communications and interpersonal skills  
  1. Video production and editing skills 
  2. Basic graphic design capabilities  
  3. Photo editing skills preferable  
  4. Proficiency with MS Office
