Консультант з аналізу даних охорони здоров’я та епідеміологічного прогнозу/Consultant in Health Data Analysis and Epidemiological Forecast

Deloitte is seeking for short-term Consultant in Health Data Analysis and Epidemiological Forecast to support the MOH in building capacity on evidence-based response to COVID-19 pandemic and post-COVID policy development.

Period of Performance: May 2021 – September 2021

1. Project Background and Summary:

The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability and responsiveness of the health care system.
5. Improve service delivery system at all levels.

2. Objective

The Consultant will provide technical expertise in data quality and epidemiological forecast to the MOH in building a national framework on healthcare preparedness for emergency response (including COVID-19 response).

3. Tasks:

• analysis of health data for further epidemic trends’ prognosing
• track the outbreaks of infectious diseases and forecast the epidemic situation
• build the mathematical forecasting models
• provide recommendations on key indicators and target points for different epidemiological scenarios
• develop data visualization and presentation based on analyzed data per request
• draft abstract/summary of initial desk review, including the data analysis of key public health indicators
• provide comparative analysis of epidemic trends and response for different time periods and with relation to EU and NA countries
• respond proactively to requests by USAID Health Reform Support project
• provide other services upon common agreement

4. Qualification requirements:

• Bachelor’s Degree in Applied Mathematics / Computer Science/ Epidemiology / Health Administration or other related areas
• No less than 1 year of experience in data analytics and mathematical modeling
• Experience in building epidemiological projections and analysis of causal factors that influence the epidemiological curve
• Experience in deriving insights from data and organizing the obtained insights into clear data-driven recommendations for policy makers
• Excellent presentation skills
• Excellent organizational skills
• Good writing and communication skills in English and Ukrainian
