All three of these programmes are aligned with the national priorities, which include accelerating sustainable economic growth and attracting green foreign investments, fighting corruption, resilient recovery and peacebuilding of the conflict-affected areas based on the principles of leaving no one behind ad building back better, and streamlining digital governance to make all-state services accessible electronically.
The incumbent will promote UNDP’s mandate as a gender-responsive organization with zero tolerance for any kind of discriminatory and abusive behavior, including sexual harassment, sexual exploitation, and abuse.
Position Purpose
Under direct supervision of the Operations Manager, the ICT Associate provides leadership in the execution of ICT services in the CO, implements ICT management systems and strategies, and provides daily technical support to users of information management tools and technology infrastructure. The incumbent is responsible for reviewing and advice on the use of new technologies that will enhance the CO productivity. The key results have an impact on the overall efficiency of the CO including improved business results and client services.
Key Duties and Accountabilities
Ensure implementation of Digital and ICT strategies and introduction/implementation of new technologies
- Comply with corporate information management and technology standards, guidelines and procedures for the CO technology environment.
- Provide inputs to the elaboration of internal policies and procedures on the use of ICT. Elaborate on the content of internal Standard Operating Procedures in ICT in consultation with office management.
- Develop and update the ICT annual plan and road map.
- Provide support to the use of UNDP Corporate Management systems functionality for improved business results and improved client services.
- Participate in the office business process re-engineering activities and ensure that business needs drive IT solutions related to corporate resource management.
- Conduct market research and analysis, and introduction of new technology for country office system updating and improvement.
- Lead the ICT team for effective and client-oriented services.
- Liaise with the various support teams and other Country Offices to develop tools that meet CO specific needs for example integration tools and locally developed systems for improved efficiency.
Ensure effective functioning of the CO hardware and software packages
- Provide advice on maintenance of equipment and acquisition of hardware supplies, making routine repairs and change of hardware electronic components.
- Supervise the implementation of corporate UNDP systems.
- Develop new software packages for high-impact results (e.g. office management system, electronic registry, etc) as required.
- Propose tools and methods for improving effectiveness.
Ensure efficient networks administration
- Ensure availability and reliability of Country Office systems i.e. the Servers, WAN and LAN.
- Operate network utility procedures defining network users and security attributes establishing directories, menus and drive-mappings, configuring network printers and providing user access. Ensure that the UNDP desktop and network resources are protected from malicious virus attacks and deploy countermeasures in the event of the attacks.
- Trouble-shoot and monitor network problems.
- Maintain up-to-date parameters of information for the network clients and electronic mail.
- Implement backup and restoration procedures for local drives. Maintain backup logs. Organize off-site storage of backups.
- Maintain measures in place for business continuity and disaster recovery processes and procedures including backup and restoration of both server and local storage facilities.
Provide web management services
- Identify opportunities and ways of converting business processes into web-based systems to address the issues of efficiency (office management system, donor profile software, knowledge management systems).
- Technical maintenance of the UNDP CO websites and Intranet.
Provide administrative support
- Provide advice on and assistance in procurement of new equipment for the CO and projects, provide technical specifications and information on best options in both local and international markets, and review quotations and bids.
- Maintain an up-to-date inventory of the software and hardware.
- Maintain the library of reference materials.
- Maintain the inventory and stock of supplies and spare parts in cooperation with the Procurement Unit.
Ensure facilitation of knowledge building and knowledge sharing in the CO
- Identify and promote different systems and applications for optimal content management, knowledge management and sharing, and information provision.
- Organize trainings for the operations/projects staff on ICT issues.
- Synthesize lessons learned and best practices in ICT.
- Contribute to knowledge networks and communities of practice.
Supervisory/Managerial Responsibilities:
- Supervision and performance management and development of ICT personnel.
Requirements:
Education
- Secondary Education is required or
- Bachelor’s Degree in Information systems, Information Management, Information Technologies, Telecommunications, Computer Science, Engineering or related discipline will be given due consideration.
Experience, Knowledge, and Skills
- Minimum 7 years (Secondary education) or 4 years (Bachelor’s degree) of working experience in network administration and use of hardware/software, telecommunications facilities, knowledge of database packages, experience in web design.
- Specialized certification in hardware and software management and application (Microsoft Certification, Cisco Certification) is desirable.
- Demonstrated knowledge of UN/UNDP ICT practices is desirable.
- Prior work experience in management and supervision of ICT services and teams is desirable.
- Knowledge of UNDP policies and guidelines is an advantage
- Experience with UN system ICT processes reengineering is desirable.
Language requirements:
- Fluency in English and Ukrainian is required.
