IWPR seeks a Kyiv-based Programme and Grants Manager, Monitoring and Evaluation Lead  to manage the implementation of a small grants programme and a number of related activities, as and when required, to be delivered under IWPR’s EU-funded ‘Boosting Investigative Journalism in Ukraine’ project, Norway-MFA funded Amplify, Verify, Engage (AVE) project and Dutch MATRA-funded Project “Ukraine Forward: Amplifying Analysis”.

All the projects are primarily aimed at  providing financial support for a tailored institutional development of a investigative journalism outlets outside Kyiv; build the investigative reporting skills of early-mid career journalists; and facilitate increased collaboration between regional media and civil society watchdog organisations. 

At this moment this is a short but exciting role suitable for a programme manager with strong experience in managing grants, monitoring and evaluation and working with European donors in Ukraine, particularly those with experience in the media development sector. The current incumbent has already set up monitoring and evaluation system for the grantees and the incoming manager will oversee the final reporting period and help ensure high standards and compliance with donor obligations.

The Grants/Programme Manager post is expected to commence as soon as possible but no later than 30th September 2023. It is a part-time position (up to 17 days/month) under a Consultancy contract basis, initially until December 31, 2023, with the possibility of extension and future engagement under other IWPR projects

General duties related to all three running projects:

  • Contributing to project design and adaptation, advising respective supervisor on potential adjustments of actions and procedures in light of changing requirements, issues, risks and needs;
  • Provide oversight of programmatic and financial management of grants;
  • Mapping of potential project counterparts in Ukraine and other countries, and developing effective working relationships with project partners and stakeholders;
  • Provide interaction and coordination with the project current and potential subgrantees;
  • Monitor grantees’ programmatic performance in accordance with M&E/MEL systems, objectives and indicators already set up;
  • Development or adaptation of project and finance reporting templates, indicator table and other forms for subgrants;
  • Review reports by grantees against the local legislation, IWPR and donor requirements, consult them on correct budgeting, accounting, reporting and the required supporting documentation, and coordinate grants’ instalments;
  • Maintain updated subgrant files and a centralised portfolio of all active and closed grants;
  • Ensure the delivery of project outputs and compliance with approved annual activity plans;
  • Manage monitoring of programme deliverables and outputs to ensure compliance with grant obligations;
  • Gather information and preparing reports for programme M&E/MEL procedures;
  • Drafting, editing and contributing to programmatic reporting, analytical reports on the activity impact and progress;
  • Carrying out training and capacity building needs analysis for targeted organisations and individuals;
  • Represent IWPR at meetings, workshops, and other events. Coordinate activities with other implementers, stakeholders, and institutions;
  • Provide high quality drafting/editing and/or translation of correspondence, reports, and communication materials, including fact sheets, press releases, success stories, brochures contributing to the project outreach and communication activities;
  • Compile materials for monthly newsletters and IWPR’s global website when required;
  • Ensure a work environment that is non-discriminatory and encourages integrity, honesty, openness;
  • Carry out any other duties that may reasonably be required in line with the main duties;
  • Report to the Ukraine Project Manager based in Kyiv.

The successful candidate will have: 

  • University degree in relevant field. Minimum three years of project management experience in the field of media development and/or civil society, for international organisations or leading Ukrainian NGOs or equivalent combination of education and experience;
  • Strong understanding and knowledge of international donors’ rules and regulations as well as organisational policies. Knowledge of EU’s grant and third-party funding regulations and systems is an asset;
  • Experience of managing a range of donor-funded projects, including budgeting and financial reporting, overseeing grant and service contracts delivery etc. Working knowledge of grant administration and donor financial reporting is an asset;
  • Excellent quantitative and qualitative analytical skills; attention to detail, reliability, thoroughness, accuracy with numbers, and ability to review, manage and carry out budget and financial reports analysis;
  • Experience in Monitoring, Evaluation and Learning activities in international projects or Ukrainian NGOs is preferred;
  • English, Ukrainian and Russian fluency, with excellent presentation skills and strong ability to communicate clearly and concisely in writing in all languages;
  • Exceptional report writing and editing skills;
  • Advanced computer skills in a Windows based environment including Word, Outlook, PowerPoint and Excel, experience in handling web-based management and communication systems;
  • Ability to travel (up to 10% of the time, security permitting).
