IFES is a non-profit, non-partisan international organization. As the global leader in democracy promotion, IFES advances good governance and democratic rights by providing technical assistance to election officials; empowering the underrepresented to participate in the political process; and applying field-based research to improve the electoral cycle. Since 1987, IFES has worked in over 145 countries, from developing democracies to mature democracies.

Since 1994, IFES has played a significant role in promoting electoral, administrative and legal reform in Ukraine. In cooperation with partners in Ukrainian civil society and the Central Election Commission (CEC), IFES is working to foster dialogue on electoral reform, build the capacity of local NGOs, institutionalize best practices in training election officials and ensure more equal representation in the electoral process for disadvantaged populations, especially women, representatives of national minorities and persons with disabilities.

IFES is seeking qualified applicants for the position of Electoral Reform Expert. Electoral Reform Expert will support the analytical and legal work of IFES towards furthering electoral reform priorities in Ukraine and will perform a liaison role between IFES Ukraine and the state government bodies and  other partners, where appropriate.

The engagement for this position will be a local consultancy for the initial period of 3 months with the possibility of an extension.

SCOPE OF WORK:

  • Draft expert reviews/legal opinions, policy briefs, research, concept notes and other similar documents on electoral reform in Ukraine, with a particular focus on resolving the challenges related to administering elections in post-conflict environments;
  • Reviewing policy and legal documents produced by IFES and its partners within the topics listed above and provide comments and recommendations;
  • Analyzing concept notes, draft laws and by-laws prepared by stakeholders, state government bodies, and CSOs, and drafting proposals and recommendations on IFES’s behalf.
  • Participate in various working group meetings set up by state executive or legislative government bodies, conferences, round tables, and other similar events as expert or guest speaker;
  • Perform a liaison role between IFES and the state government bodies and other partners, where appropriate;
  • Work in close cooperation with IFES Political and Legal Affairs Team and other relevant staff;
  • Perform other duties as assigned.

DELIVERABLES:

  • Expert reviews/legal opinions, research, and other similar documents;
  • Concept and explanatory notes, policy briefs, and position documents;
  • Reviews of draft documents produced by IFES on electoral reform and providing comments and recommendations;
  • Written recommendations for national stakeholders, policymakers, and IFES;
  • Written regular or ad hoc debriefs on working group meetings outcomes.

PROFESSIONAL REQUIREMENTS AND QUALIFICATIONS:

  • Master’s Degree in law, political science, or relevant field;
  • Minimum of ten years of relevant working experience on matters of electoral reform in Ukraine;
  • Strong analytical reasoning skills, public speaking and presentation skills;
  • Extensive experience in analysis, policy formation and stakeholder engagement;
  • Demonstrated experience working with senior government officials, local governments, NGOs, and the international donor community in Ukraine;
  • Previous extensive experience in contributing to electoral reform in Ukraine;
  • Excellent knowledge of election legislation in Ukraine, political issues, landscape, and stakeholders.

LANGUAGE SKILLS: Fluency in Ukrainian and English languages is required.
