GC has recently launched its Community-Led Emergency Action and Response (CLEAR) program in Ukraine’s Chernivtsi and Chernihiv Oblasts, with the generous support of USAID’s Bureau of Humanitarian Assistance. This program is designed with the goal of saving lives, reducing suffering, and addressing needs while supporting communities to lead their own response. To that end, CLEAR will partner with local CSOs to implement humanitarian projects that address protection, shelter, or water, sanitation, and hygiene (WASH) needs in their communities.
The Hygiene Promotion Technical Officer is the primary position for CLEAR NFI, Hygiene kit and cash transfer programming. The Officer spends most of his/her time engaging with CLEAR local partners and community stakeholders, including within the targeted Chernivtsi and Chernihiv Oblasts. The Officer is response for identifying priority needs among those affected by the war, by facilitating the need assessment and implementing emergency WASH responses through client targeting, verification and distribution for identified target client’s, conducting post distribution monitoring, establishing relationships with community, local government and leaders, and coordinating field-level operations, such as the delivery of materials/inputs. The Officer will report to the Shelter & WASH Technical Advisor.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Leadership, Management, Representation, Coordination, and Advocacy
- Oversee hygiene promotion component of the project startup and ongoing management and administration of hygiene teams engaged through CLEAR local partners, including WASH assistant and community volunteers.
- Organize and carry out daily hygiene promotion activities within the targeted areas in line with agreed work plans, strategies, and methodologies.
- Facilitate planning meetings and support field teams and local partners to develop work plans, budget forecasts, and monitoring tools to document inputs, activities, outputs, achievements and lessons learned.
- Ensure that program implementation is responsive to communities and partners; consistent with Global Communities’ relevant program guidelines, principles, values, quality standards and strategic objectives; and complies with donor regulations and policies.
- Conduct orientation and meetings at the district/village level to ensure good understanding of the project by CLEAR local partners and their community/stakeholders.
- Supervise and regularly monitor hygiene promotion activities being carried out by local partners and directly by Global Communities in the targeted locations.
- Conduct trainings for community volunteers, local partners, and government authorities, among others, on hygiene promotion elements, approach and methodologies in communities.
- Provide technical support to the hygiene community volunteers and local partner staff in strengthening and promoting community engagement processes in the project areas, particularly identifying project beneficiaries, assessing their needs and addressing and resolving community issues.
- Provide regular reports on hygiene issues and project progress against work plans and project activities including donor reports according to donor requirements.
- Conduct field visits for monitoring of activities implementation, solving of problems inside the communities related to project’s interventions.
- Provide capacity building support to target community committees (and others as requested) to encourage local management of the WASH activities.
- Develop and design of behavioral change, and hygiene promotion approaches, as required.
- Design and produce Information, Education and Communication (IEC) materials.
- Identify target areas for the family hygiene kits distribution.
- Facilitate stakeholder consultations and community mobilization in preparation for the distribution of family hygiene kits.
- Coordinate with the CLEAR Feedback Mechanism Manager and his/her team and ensure the effective implementation FM in the project site.
- Other duties and responsibilities as assigned.
QUALIFICATIONS AND EXPERIENCE:
- 2+ years of work experience and knowledge on hygiene promotion, behavioral change, WASH, disease prevention, and awareness raising.
- At least 1 year of program officer position in emergency/early recovery contexts with vulnerable populations (including displaced/refugees) in areas affected by conflict and insecurity and post-conflict transition.
- Strong experience of working directly with local communities, local authorities, and the private sector with good understanding of relevant cross-cultural issues.
- Demonstrated attention to detail, adherence to procedures, ability to meet deadlines as well as to work independently and cooperatively with team members.
- Effective multi-tasking, organizational capacity and prioritization skills are necessary.
- Good data management skills (collection & analysis)
- Reporting Writing.
- Intermediate computer literacy.
- Strong organizational & interpersonal skills.
- Fluency in English and Ukrainian or Russian required.
