Position Summary
Momentum Wheels for Humanity (MWH) seeks a Human Resources (HR) Manager to oversee HR and administrative functions for MWH’s Ukraine Representation and donor-funded project portfolio, including the USG-funded Rehabilitation for Ukraine (Rehab4U) Activity.
The HR Manager will support both representation-level HR and administration needs and project-specific HR requirements under Rehab4U and other donor-funded activities. The position will provide oversight for organizational and project-based recruitment, onboarding, personnel administration, performance management, employee relations, training and development, and HR compliance.
The HR and Administration Manager will ensure that HR and administration functions are implemented in compliance with Ukrainian labor law, applicable donor regulations, USG requirements where relevant, and MWH policies and procedures. The position will also advise on personnel compensation and benefits in alignment with MWH’s local salary scale and oversee payroll coordination with MWH’s local payroll provider.
Only candidates with work authorization in Ukraine will be considered.
This is full time position, based in Kyiv.
Expected Duties and Responsibilities
The HR Manager will be responsible for the following:
- Manage HR and administration support for MWH’s Ukraine Representation and donor-funded project portfolio, including recruitment, selection, hiring, onboarding, and personnel administration for MWH Ukraine staff and consultants supporting representation-level operations, Rehab4U, and other donor-funded activities.
- Oversee implementation of country office and project-level HR practices, ensuring compliance with Ukrainian labor law, MWH policies and procedures, and applicable donor regulations, including requirements applicable to USG-funded activities.
- In coordination with the Director of Finance and Grants Management, review and revise organizational and project-based HR and administration procedures, identifying gaps and establishing benchmarks to ensure effective implementation, documentation, and reporting.
- Supervise HR and Administrative Officers, providing direct oversight, guidance, and mentorship.
- Establish and implement a performance planning and management system for all employees, including needs assessments, professional development plans, and monitoring of professional development plan execution.
- Provide coaching and training to supervisors on critical HR functions, including compensation management practices, recruitment processes, documentation standards, and employee relations.
- Develop and deliver HR orientation training to all new employees, in addition to periodic training on MWH policies, procedures, and guidelines for staff.
- Build and sustain relationships with government officials and relevant stakeholders to remain informed of labor-related requirements, administrative obligations, and regulatory updates.
- Stay abreast of regulatory changes to ensure compliance with Ukrainian labor law and maintain adherence to all statutory requirements.
- Review security risk assessments and transportation plans from a labor law and HR compliance perspective.
- Regularly update the organizational chart and staff contact information, including personnel profiles, as needed.
- Develop job descriptions for new positions and periodically review and revise job descriptions for existing roles as necessary.
- Oversee and ensure proper physical and electronic HR filing systems in accordance with MWH requirements, donor expectations, and applicable legal requirements.
- Perform and maintain military registration and reservation of conscripts, ensuring that all documents provided by local conscripts are up to date and submitted to local authorities on a timely basis.
- Liaise with MWH’s payroll provider as needed to ensure accurate, complete, and timely payroll processing.
- Coordinate with MWH HQ on compliance issues related to country HR, representation-level administration, and project-based HR matters, seeking policy guidance as needed.
- Develop a monthly Ukraine HR team report outlining progress against milestones, key HR and administration issues, challenges, compliance risks, and areas for improved efficiency.
- Perform additional duties as required.
Minimum Qualifications and Experience
- Bachelor’s degree in a relevant field, such as human resources, labor law, business administration, public administration, or another related discipline.
- At least six years of relevant work experience supporting project-based HR and/or administration functions, with at least three years of experience managing a team, preferably within the international development context in Ukraine.
- Prior experience supporting HR and administration functions for international donor-funded programs.
- Prior experience ensuring compliance with Ukrainian labor law, military registration requirements, personnel documentation requirements, and staff supervision responsibilities.
- Strong familiarity with Ukrainian HR best practices and labor law.
- Familiarity with HR and administration compliance requirements for USG-funded assistance awards is highly preferred.
- Detail-oriented, with excellent organizational and prioritization skills.
- Ability to set clear goals, manage progress toward them, and ensure timely completion of assigned HR and administrative deliverables.
- Strong administrative, organizational, written, and verbal communication skills.
- Excellent computer skills, including proficiency in Microsoft Office/Outlook and knowledge management platforms such as Dropbox, Box, SharePoint, or equivalent systems.
- Written and spoken fluency in Ukrainian and English.
