Job Description

Generic responsibilities

  1. Implement NRC’s systems and procedures at country level
  2. Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
  3. Prepare and submit reports and analysis
  4. Ensure proper filing of all support documents for recruitment
  5. Support managers in procedures and team trainings
  6. Ensure adherence to NRC policies and the national labor law in all processes and procedures
  7. Advice in personnel conflicts/processes when relevant
  8. Coordinate staff recruitment and exits, introductions, trainings, staff benefits schemes
  9. Coordinate with relevant partners, authorities, lawyers etc.
  10. Ensure accuracy of staff salaries
  11. Ensure that staff records in all offices in the area are up to date and filed appropriately

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • Ensure recruitments at the Country office are processed and tracked as per NRC procedures
  • Provide personnel and recruitment reports as required
  • Ensure development and implementation of learning and development plans for the Country and coordinates learning initiatives with the Area Offices
  • Coordinate with the country office the Country development plan for the staff.
  • Analyze the work and development plans and provide gaps analysis and training needs
  • Assess needs, analyze gaps, research best practices, and partner with NRC Regional Office and Head Office to identify, develop and implement
  • Lead the learning and development tracker and the annual training plan for the country
  • Develops integrated talent/performance/learning reports, dashboards in support of the learning and ensure learning KPI data is leveraged within the organization
  • Coordinate learning and development activities including forming committees, scheduling, event logistics and evaluation
  • Other tasks as requested by the line manager.

Generic professional competencies:

• Experience from working as a HR Coordinator in a humanitarian/recovery context
• Previous experience from working in complex contexts
• Documented results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Fluency in English, both written and verbal

Context/ Specific skills, knowledge and experience:

• Knowledge of the context in Ukraine
• Knowledge of the Ukrainian language
• Experience in inductions, learning and development

2. Behavioural competencies

These are personal qualities that influence how successful people are in their job. NRC’s Competency Framework states 12 behavioural competencies, and the following are essential for this position:
