The Program Summary

The Mercy Corps Finance Department is responsible for all financial functions in Ukraine, including accounting, payments and banking, payroll, budgeting, financial reporting, and grants financial management and compliance.  The Mercy Corps Finance Department ensures compliance with donor regulations, local legislation as well as Mercy Corps’ internal policies and procedures.  In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.

The Position

Working in the Finance Department under the supervision of the Finance Coordinator, the Chief Accountant will ensure the accuracy and completeness of Mercy Corps accounting records and will have primary responsibility for managing the monthly accounting cycle according to Ukraine Accounting Standards.

Essential Responsibilities

Team Leadership & Management

  • Daily management and supervision of the assistant accountants across all country offices.
  • Mentor and develop the finance team to ensure high performance and professional growth.

Core Accounting & Financial Cycle

  • Manage the monthly accounting cycle, ensuring the accuracy and completeness of the Ukrainian ledger, sub-journals, and all supporting documentation.
  • Hold primary responsibility for maintaining the general ledger software files, including the setup and maintenance of new project accounts and regular file backups.
  • Prepare month-end balance sheet account reconciliations.
  • Ensure accurate fixed asset accounting and regular asset reconciliations.
  • Review sub journals and upload data to the Ukraine general ledger.
  • Management support of the electronic document flow system VCHASNO.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

Statutory Compliance & Tax Reporting

  • Coordinate the preparation and ensure the on-time submission of the annual reporting packages to the Ukrainian Tax Authorities and State Statistics Service.
  • Ensure full compliance with Ukrainian tax legislation regarding charitable and humanitarian aid, including tax exemptions
  • Monitor and manage tax risks related to procurement and civil contracts.
  • Manage banking operations related to foreign currency transactions and ensure compliance with National Bank of Ukraine (NBU) regulations.

Audit, Internal Controls & Representation

  • Act as the primary focal point for all statutory audits and state tax inspections in Ukraine.
  • Assist the Finance Manager and Finance Coordinator in responding to internal and global organization audit inquiries.
  • Oversee the maintenance and safeguarding of all accounting records, ensuring they are complete, accurate, and ready for audit.

  • Adhere to the highest professional and ethical standards, representing Mercy Corps in a manner that supports its humanitarian mission and values.

Human Resources

  • Collaborate with the people team to promote staff access to high quality learning opportunities in the field of finance.
  • Assist with the onboarding of team members, ensuring they are set up for success and familiar with internal finance policies and procedures

Risk management

  • Engage with country teams on the audit process to track findings and ensure country team compliance with audit findings and recommendations.

 Safeguarding responsibilities 

  • Actively learn about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practice the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourage openness and communication in their team; encourage team members to submit reports if they have any concerns using reporting mechanisms, e.g., Integrity Hotline and other options.
  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.

Supervisory Responsibility Finance Assistant, Finance Officer

Reports Directly To: Finance Coordinator

Works Directly With: Operations Lead, Payroll Officer, HR Director

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills

Education & Experience:

  • University degrees in Accounting, Finance, or a related field is required.
  • Five or more years of progressive general ledger accounting experience, with at least 3 years in a Chief Accountant or Senior Accountant role.
  • Minimum 2 years of experience in the finance/accounting department of NGO  or local charitable organization is highly preferred.

 Technical & Software Skills:

  • Demonstrated competency with computerized general ledger software (BAS is strictly required).
  • Advanced computer skills in MS Office programs.
  • Strong practical knowledge of Ukrainian electronic document management systems (Vchasno, M.E.Doc) and digital signature compliance (КЕП/ЕЦП).

 Legislation & Compliance Knowledge:

  • Deep and up-to-date knowledge of Ukrainian accounting standards (UA GAAP) and tax laws.
  • Expertise in non-profit tax regulations, humanitarian aid legislation, tax-exempt transactions.

 Management & Soft Skills:

  • Prior team management experience with proven ability to supervise, mentor, and organize the work of assistant accountants.
  • Exceptional organizational, time-management, and analytical skills with high attention to detail.

Language Skills:

  • Proficiency in Ukrainian. English skills will be an advantage but not critical for the position.

Success Factors

An ability to interact effectively with international and national personnel is required.  A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary.  A high professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential. 

Living Conditions / Environmental Conditions

This position can be based in any of our office location. During the field trips living conditions will be adjusted to the field conditions.
