Deloitte is seeking qualified candidates for the open positions of Advisors, Health Reform Support (multiple openings) in support of the USAID Health Reform Support project. The positions are full-time and will be based in Kyiv, Ukraine.

Project Description

The purpose of the USAID Health Reform Support project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

  1. Improve health sector
  2. Support the transformation of the healthcare financing
  3. Strengthen the health
  4. Enhance transparency, accountability, and responsiveness of the health care
  5. Improve service delivery system at all
  1. Background/Objective

HRS is currently recruiting multiple Advisor positions to provide technical assistance and managerial support across the project’s delivery streams. These positions would report to Leadership and/or Objective Leads to bolster health reform and restoration activities. Advisors will be responsible for contributing their technical expertise to project design, consultations with HRS beneficiaries and partners, and activity implementation.

HRS is seeking individuals with expertise in the following specialized areas:

  • Health care reform in Ukraine;
  • Human resource development in health systems;
  • Health workforce training and medical education;
  • Health care policy reform and governance;
  • Health financing;
  • Electronic/digital Health/Health Management Information Systems (HMIS);
  • Healthcare service delivery systems; and
  • Health care restoration and recovery.

Advisors in these areas will also identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments, with frequent communication with HRS leadership.  Day-to-day work will be a combination of virtual, in-person meetings in Kyiv and working from the HRS office. Considering the security situation, we expect the balance between these three modes toward in-person attendance at the office and for offsite meetings. The adviser must be ready to travel throughout Ukraine, pending the security situation.

  1. Responsibilities

General duties and responsibilities for Advisors will include, but will not be limited to:

  • Collaborate with technical leads across HRS to fully understand all HRS activities;
  • Collaborate with technical leads across HRS to ensure strategic objectives of the project are met;
  • Provide technical guidance to design of project activities – including input into the annual workplan;
  • Direct or indirect supervision of HRS staff and STTAs, who will provide day-to-day implementation support to the project;
  • Contribute technical expertise as necessary to ensure project implementation;
  • Contribute regular updates and inputs into HRS internal meetings, external meetings with USAID and/or GOU, the HRS Work Plan Tracker, quarterly performance reports, and more, as requested by HRS leadership;
  • Provide strategic vision on program sustainability;
  • Provide supervision and build capacity of junior staff;
  • Support developing close working relationships with a wide range of institutional counterparts, including government ministries, oblast state administrations, local communities, academic and research institutions, national coordination bodies, national and international non-governmental organizations (NGOs), development partners, and USG-supported programs and projects/activities;
  • Assist in conducting research, analyze, and synthesize evidence-based conclusions and produce practical recommendations based on relevant literature and evidence on Ukraine’s health policy, legal- and operational guideline-environment; and
  • Other responsibilities as required by supervisor or project leadership.

Specific responsibilities will be defined at time of offer based on the applicant’s expertise and assigned project responsibilities.

  1. Requirements:
  • Postgraduate degree (or higher) in Healthcare Management, Public Health, Public Administration, Medicine, Financing, Economics or other relevant discipline;
  • At least 7 years of overall experience with a minimum of 3 years of proven work experience in a specialized area described in Section 1;
  • Proven experience managing personnel and technical activities, including direct provision of technical assistance to project beneficiaries and partners in the area of specialization;
  • Clear understanding of various health care service delivery models and principles of health care reform;
  • Experience working with the Ukrainian government institutions, health care providers, and civil society/non-governmental organizations;
  • Expert-level knowledge of Ukraine’s health system and reforms; participation in the health reform implementation activities is a plus;
  • Experience working on USAID or other donor-funded projects;
  • Strong skills in research, critical thinking, presentation-building and public speaking;
  • Strong project management and coordination skills and ability to plan effectively to meet deadlines;
  • Excellence interpersonal management skills, with proven ability to manage and supervise multiple full-time staff, international consultants, and local consultants;
  • Competency in Microsoft Word, Excel, PowerPoint, and Outlook;
  • Ability to maintain focus and complete high-quality work while under pressure of multiple tasks in a politically-sensitive and fast-paced environment;
  • Excellent written and verbal communication skills in Ukrainian and English required;
  • Ability to travel throughout Ukraine when security conditions on the ground allow; and
  • Ability to work outside of standard business hours, on an as needed/required basis.
  1. Reporting Requirements

These positions would directly report to Objective Leads or/and the Deputy Chief-of-Party/Programs depending on the position’s specific responsibilities for project implementation.
