GBV Officer (Чернівці 1 посада, Вінниця 1 посада)

HIAS Ukraine is seeking to recruit 2 GBV Officers (Chernivtsi Office – 1 position, Vinnytsia Office – 1 position) to support the implementation of daily GBV emergency response activities, provide direct supervision to GBV Caseworkers, engage in capacity building to strengthen survivor services, and monitor services for quality assurance. GBV officers will align with best practices according to the IASC Guidelines, interagency minimum standards, and UNICEF’s GBV Risk Mitigation Principles. The GBV Officer will report to the Field Coordinator. 

ESSENTIAL FUNCTIONS: 

GBV Officers will conduct awareness raising to encourage help-seeking behavior of GBV survivors, by disseminating action-oriented, specific, inclusive, and supportive messaging on available services for GBV survivors. Provide technical support to adapt GBV case management services to meet the age-appropriate needs of child survivors. 

 Establish an internal referral mechanism to identify and refer GBV survivors across protection and other sectors, by establishing a safe and confidential internal consortium referral mechanism across sectors for GBV access. Strengthen capacity of GBV service by training healthcare workers, frontline personnel, and community leaders to strengthen existing referral systems. 

Supervise GBV Caseworkers and actively be involved in provision of feedback and resolution of challenges during implementation. Serve as the primary point of contact between HIAS and local partners in the inter-agency, multi-sectoral technical working groups and MHPSS service-related matters.  

QUALIFICATIONS & REQUIREMENTS:

  • A degree in social work, psychology, community development, counselling or gender and development studies (or related field) required;
  • Minimum of 3 years working with community members in the field of GBV;
  • Demonstrated experience with operationalizing GBV Global standards and principles, including knowledge of IASC and other international humanitarian standards for GBV programming;
  • Fluency in English required; Ukrainian and/or Russian languages is a must;
  • Experience in capacity building including facilitation of diversity and inclusion, community-based training and awareness raising;
  • Excellent interpersonal and communication skills;
  • Strong computer skills, in particular Microsoft Office, excellent organizational and time management skills;
  • Ability to work in a demanding, changing, and high-pressured environment.
