Chemonics International Inc. seeks a Fund Manager to support the Partnership Fund for a Resilient Ukraine (PFRU) programme. PFRU is a multi-year programme of the Government of Ukraine and five joint financing partners which aims to strengthen Ukraine’s resilience and mitigate against destabilizing influences in eastern and southern Ukraine. The fund manager will manage PFRU’s grants programme and staff and oversee the award cycle, including selection, negotiation, monitoring and evaluation, and award closeout, in line with programme policies and procedures. This position will be based in Kyiv, Ukraine. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities:

  • Lead management and oversight of fund operations and activities, in close coordination with Team Leader, Deputy Team Leader (Finance & Operations), Deputy Team Leader (Technical) and Chemonics Project Management Unit
  • Coordinate with regional directors, technical workstream leads and short-term technical experts on project design to ensure suitability and feasibility of proposed deliverables
  • Coordinate and support engagement with donor and Government of Ukraine stakeholders to identify needs, gather feedback and adapt fund proposal and project plans accordingly
  • Provide capacity building to fund applicants and awardees to assist with proposals, due diligence requirements and project delivery plans
  • Lead on development of scopes of work and requests for proposals and oversee fund procurement process
  • Provide support to client technical and financial reporting, including preparing budgets and narratives and attending meetings as requested
  • Work with PFRU finance team, grantees, FCDO and Chemonics head office to continuously update and align project budgets with overall programme budget
  • Travel to eastern and southern Ukraine regularly to engage with regional based staff, partners and stakeholders

Qualifications:

  • Bachelor’s degree in law, management, business, or another related field; advanced degree preferred
  • Minimum of 5 years of experience in grants design and administration and at least two years of management experience
  • Strong understanding of the grant lifecycle, including experience developing technical scopes of work, reviewing applications and negotiating budgets, reviewing financial reports, carrying out audits and monitoring grant activities
  • Proven ability to develop and maintain working relationships with diverse stakeholders, including local and national government partners, local grantees, civil society and other donors
  • Excellent leadership skills and a demonstrated ability to supervise, mentor sand build the capacity of staff
  • Familiarity with FCDO rules and regulations or other international development donors preferred
  • Strong verbal and written communication skills
  • Demonstrated leadership, versatility and integrity
  • Fluent English and Ukrainian are required; fluent Russian preferred.
