Finance Manager for CLEAR Program/Фінансовий(-а) менеджер(-ка) в програму CLEAR

Global Communities has recently launched its Community-Led Emergency Action and Response (CLEAR) program in Ukraine’s Chernivtsi and Chernihiv Oblasts, with the generous support of USAID’s Bureau of Humanitarian Assistance. This program is designed with the goal of saving lives, reducing suffering, and addressing needs while supporting communities to lead their own response. To that end, CLEAR will partner with local CSOs to implement humanitarian projects that address protection, shelter, or water, sanitation, and hygiene (WASH) needs in their communities.

Job Summary 

The Finance Manager (FM) assists the Director of Finance and Administration (DFA) in ensuring the program has compliant financial management, accounting, and procurement systems in place. In addition, the FM assists on the reporting monitors burn rates, and tracks expenditures against budgets. He/She ensures compliance with USAID/BHA rules and regulations and analyze budget expenditures and make recommendations to the team to ensure that program deliverables are met within budget. This is a full time position. This position is based in our head office in Kyiv, Ukraine. 

Essential Responsibilities 

The Finance Manager will assist the DFA with the following: 

  • Provide financial management for all aspects of the project(s)
  • Overseeing all financial and accounting activities.
  • Overseeing accounts payable 
  • Acting as an authorized bank signatory of the project
  • Financial recording, reporting, procuring and budgeting for the project;
  • Overseeing and ensuring the integrity of all contractual relationships between the donor and Global Communities.
  • Working closely with key personnel to implement, and maintain financial management policies, systems, structures, and procedures for the project.
  • Ensuring the smooth day-to-day running of the office through supervision and management; planning and supervising work of the program-related finance staff including tracking and monitoring of procurements and expenditures.
  • Monitoring the project budget to ensure that program deliverables are met within budget.
  • Assisting project officers in ensuring compliance with procurements and field accounting policies and procedures (FFAM), compliance with donor agreement and audit requirements.
  • Working closely with project officers over the project implementation planning and cash flow projections.
  • Proven ability and experience in dealing with Ukrainian payroll and taxation system
  • Ensuring financial records and backup documentation are ready for internal and external audits.
  • Working closely with HQ finance team and internal and external auditors.
  • Ensuring compliance with the Field Finance and Accounting Manual and timely reporting to HQ Finance.

Working Relationships 

This position reports to the to the Director of Financial Planning and Analysis (DFPA), and supervises financial team staff. 

Position Requirements 

  • Bachelor’s degree in finance, accounting, business, or related field. 
  • Minimum 5 years of relevant experience.
  • Experience in USAID and/or other donor’s compliance and rules and regulations
  • Excellent written and verbal communication skills.
  • Advanced working knowledge of Excel computer programs.
  • Accounting software experience (Quick Books, Oracle, Microsoft Dynamics, 1C, other)
  • Upper Intermediate / Advanced and Fluency in Ukrainian, written and oral.
