General Position Summary
Working in the Finance Department under the direct supervision of Finance Manager, is responsible for financial reviews, reporting, resource management, coordinating with others, compliance with donor and MC internal policies and timely submission of quality reports as required by supervisor.
The RRM Project Finance Officer (RRM PFO) will be the main focal person for all Mercy Corps Ukraine efforts for timely reporting of the Rapid Response Mechanism Project.
Essential Job Responsibilities
- Financial review of the grant payment documentation
- Knowledge of disbursement of grants to the beneficiaries, including bank transfers
- Financial monitoring of the grants, including verification of expenses
- Knowledge of the support in preparatory work for due diligence assessment of partners and follow up
- Ensure of all financial transactions are recorded correctly in accordance with the relevant grant agreement/ contract
- Coordinate and prepare weekly and monthly cash requirements for your field offices, submit and make sure sufficient cash is available in all offices and monitor its use. Make sure also there is no excess cash
- Timely Coordinate, receive and prepare consolidated monthly cash projections working closely with the Senior Finance Officer and the Finance Manager
- Provide on-going orientation, training and support to MC staff on Mercy Corps and respective donor’s rules and regulations
- Review transactions entered to Navigator, on a daily basis to make them ready for posting
- Receive Field Bank Reconciliations reports and perform accurate and timely end month procedures i.e., cash counts and end month bank reconciliations by the 9th of the following as per the FFM
- Make sure all income taxes, withholding taxes, VAT are accurately computed and compilations for monthly statutory deductions are made and filed on the drive for main office to be sent to the tax accountant
- Support and/or prepare monthly project accounts for the grant
- Support program manager in communicating any relevant financial matters to donors, including exchange rate variations where relevant
- Prepare timely and accurate financial reports in accordance with donor requirements
- Ensure electronic and hard copies of supporting documentation are complete and compliant with donor requirements
- Carry out other tasks relating to matters of grant finance as required by the Rapid Response Mechanism Project
- Any other tasks to be assigned by the supervisor.

Ethics and Integrity

Knowledge and Experience
- A BA/S or equivalent in accounting or finance is required
- Adequate understanding of donor rules and regulations is preferred
- 2 years international NGO experience is preferred
- Working with primary accounting documents will be an advantage
- Strong accounting skills and experience, including management of the general ledger, journal entries, payables and balance sheet
- Demonstrated experience and skill with financial reports preparation and presentation and proven ability to translate technical financial data into informative reports
- Advanced computer skills in MS Office programs, particularly Excel and accounting software experience
- Good in written and spoken English
- 5 years’ experience in working with international NGOs or institutional donors, e.g., USAID, ECHO, and experience of grant finance
- Experience in bookkeeping and financial accounting and budgets
- Experience in participating in warehousing operations, audits, stock takes, in managing/accounting for warehouse activities (LIFO/FIFO, monthly stocktakes etc).
Success Factors
The RRM Project Finance Officer will have proven abilities in analytical and reporting skills with sound judgement in regard to budget, financial analysis and management of program issues. S/he will have the ability to communicate and interact effectively across diverse program teams and support programmatic objectives with timely and meaningful information. An impeccable professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential.
