Enabel, the Belgian agency for international cooperation, supports Ukraine’s recovery through projects in sustainable construction, energy, education, and healthcare. We work in close partnership with the Government of Ukraine and regional authorities to strengthen resilience and accelerate reconstruction.

We are currently looking for a VET & Employment Officer to join our Ukraine country office and support the implementation of our BE-Relieve programme.

Duty station: Kyiv, Ukraine, with frequent travel within the Kyiv and Chernihiv regions.

Key responsibilities

  • Collaborate with national and regional partners to implement VET and Employment initiatives
  • Support the day-to-day delivery of project activities in line with approved work plans and timelines
  • Collect, process, and analyse data on labour market trends, skills needs, and employment services
  • Provide logistical and technical support to multilevel governance activities (e.g. meetings, working groups, coordination platforms)
  • Contribute to the implementation of regional VET and employment strategies and action plans, including preparation of technical documents and monitoring tools
  • Coordinate with key regional stakeholders, including VET Councils, the State Employment Service, training providers, and local authorities
  • Support activities related to public–private partnerships in training, job placement, and career guidance
  • Contribute to Active Labour Market Policy (ALMP) initiatives, including beneficiary identification, participation tracking, and results monitoring for target groups
  • Assist in the preparation and implementation of studies and analytical assignments
  • Support initiatives addressing informal employment and social protection in coordination with relevant partners
  • Provide technical and administrative support to VET institutions and training centres, including those applying the Centres of Vocational Excellence (CoVE) approach
  • Support the organisation of policy dialogue events (e.g. workshops, consultations)
  • Collect and compile data for monitoring and reporting, including inputs to progress reports and indicators
  • Ensure proper documentation and filing in line with programme procedures and requirements
  • Document lessons learned and support knowledge sharing with programme stakeholders and partners

Who we are looking for

Education

  • Master’s degree in a relevant field

Experience

  • Minimum 2 years of relevant experience in project management (national and/or international), preferably across multiple projects
  • Experience in skills development, employment promotion, career guidance, active labour market policies, and/or private sector engagement
  • Proven track record in project and team coordination
  • Solid understanding of project management processes and methodologies
  • Experience in monitoring and evaluation

Languages

  • Ukrainian and English (fluent, written and spoken)

Key competencies

  • Strong organisational and multitasking skills, with the ability to plan, prioritise, and deliver results on time
  • Structured and proactive approach to workflow management, including tracking deliverables and deadlines
  • Adaptability and ability to work effectively in dynamic environments
  • High attention to detail in documentation, reporting, and data management
  • Good understanding of VET systems and employment policies (Ukraine and/or EU context preferred)
  • Knowledge of Ukraine’s VET and employment ecosystem, including key stakeholders (Kyiv and Chernihiv regions as an asset)
  • Basic understanding of labour market trends and active labour market measures
  • Familiarity with decentralisation, public–private partnerships (PPP), and multilevel governance
  • Experience in data collection, basic analysis, and preparation of technical documents
  • Strong interpersonal and stakeholder coordination skills
  • Ability to support meetings, workshops, and coordination activities
  • Knowledge of Ukrainian administrative procedures and public procurement
  • Experience supporting grant management processes and donor compliance

Assets

  • Established network of partners in Kyiv and Chernihiv regions
  • Experience with EU-funded programmes and knowledge of European funding rules
  • Understanding of cross-cutting themes (e.g. gender, decent work, environment, digitalisation, innovation)
