Deloitte is seeking resumes of qualified candidates to serve as a Data Analysis Specialist in support of the USAID Health Reform Support (HRS). This position is full-time and is based in Kyiv, Ukraine.

Project Summary:

The purpose of the USAID Health Reform Support project is to support a transparent, accountable, and effective health care system capable of meeting the health needs of the Ukrainian people. Advancing health sector reform, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high-quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by these activities, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability, and responsiveness of the health care system.
5. Improve service delivery system at all levels. 

Objectives

The Data Analysis Specialist will provide technical support within the activities related to health workforce optimization, planning, and development.

Responsibilities

The responsibilities of the Data Analysis Specialist will include but will not be limited to the following:

• Work with a team on current projects and timeline status.
• Perform additional tasks (related to HR planning) on demand.
• Provide technical assistance in GIS data analysis for health resources planning.
• Develop human resources planning tools using Business Intelligence software (Tableau Public), including visualizing HR indicators for selected health care facilities.
• Create presentations, database documents, reports, and other documents needed throughout the workflow.
• Provide technical and consultation support for health workforce optimization plan modeling stage team in data mapping sector.
• Provide technical and consultation support for developing a health workforce optimization plan.
• Support data collection process for technical issues, consult health care facilities specialists on data collection tool usage.
• Provide comprehensive analysis of data, including data extraction, collection, verification, and preparation for use.
• Optimize/develop data collection tools and architect the process of data collection.

Qualification requirements:

1. Bachelor’s or master’s degree in a statistical or related specialty.
2. 3+ years of relevant work experience.
3. Upper-intermediate knowledge of work with Microsoft Office (Excel, PowerPoint, Word) and, additionally, statistical packages for data analysis and data visualization.
4. Strong analytical skills and critical thinking for searching, processing, using data, and presenting post-analysis results.
5. Demonstrated ability to produce high-quality work in a timely, cost-effective manner;
6. Fluent Ukrainian and fluency in English will be preferred.
