Job overview
The purpose of the Health, Safety, and Security (HSS) Officer in the North Area Office is to support the Area Manager and HSS Coordinator in providing adequate support to programme and support teams in carrying out their activities in a safe and secure manner. The HSS Officer will report to the HSS Coordinator.
1. Role and responsibilities
Generic responsibilities
- Participate and assist in the production of all HSS related documents for Area Office and Field Offices
- Implement delegated HSS tasks according to the plan of action
- Contribute to weekly North Area HSS status updates and reports
- Conduct physical verifications for all HSS related equipment in Area Office and Guesthouses
- Support AO and FO as required during absences and times of increased need
- Compliance and adherence to NRC policies, guidance and procedures
Specific responsibilities
- Monitor and assess the security situation and contextual developments in the Northern Oblasts
- Coordinate staff in responding to emergencies and air alarms
- Determine HSS needs in collaboration with programme teams
- Support the HSS Coordinator in the preparation of periodic Area Security Risk Assessments (SRA) and Rapid Security Risk Assessments (RSRA)
- Contribute to updating the Area HSS briefing package, weekly HSS updates and reports • Provide HSS induction brief with new staff and visitors arriving in Kyiv AO
- Assist in the communication and rollout of systems, practices, SOPs and protocols for staff to follow and create the safest working environment
- Support the HSS Coordinator in coordinating and/or delivering training for staff on HSS topics
- Manage and monitor movements of staff and visitors in the North Area via the online TAR
- Raise Procurement Requests for HSS equipment and trainings
- Responsible for securing and filing HSS documents in the North Area SharePoint and CO Filing Tree
- Be prepared to participate or represent NRC in internal and external meetings
- Any other relevant tasks as delegated by the HSS Coordinator or Area Manager 2 Critical interfaces By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons.
2. Competencies

2.1. Professional competencies
These are skills, knowledge and experience that are important for effective performance.
Generic professional competencies:
- 2-3 years of experience working in the field of occupational health, safety and security. Security experience in a humanitarian/recovery context is preferred
- Bachelor’s degree in a relevant field
- Previous experience from working in complex and volatile contexts
- Fluency in Ukrainian and Russian
- Working knowledge of English language both speaking and writing
- Diplomacy/negotiation skills
- Documented results related to the position’s responsibilities.
Context/ Specific skills, knowledge and experience:
- Familiarity and knowledge of the developing context in the Northern Oblasts
- Knowledge about security related actors and information sources in Northern Oblasts
- Ability to communicate and liaise with varying interlocutors, incl. law enforcement agencies, military organizations, UN agencies and coordination mechanisms, other I/NGOs, and local administrations
- Proficiency in Microsoft Office products with solid knowledge of Excel, Word, PowerPoint, and Outlook, and GIS mapping
- Previous experience from working with documents that require verification and control
- Ability to manage and prioritise a varied workload in a rapidly changing work environment
- Good sense of humour
