Deloitte is seeking resumes for qualified candidates to serve as Procurement Specialist in support of the USAID Health Reform Support project. The position is full-time and will be based in Ukraine.

Period of Performance: ASAP – 30 September 2023

Level of Effort: full-time

Project Background and Summary:

The purpose of the USAID Health Reform Support project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

  1. Improve health sector governance.
  2. Support the transformation of the healthcare financing model.
  3. Strengthen the health workforce.
  4. Enhance transparency, accountability, and responsiveness of the health care system.
  5. Improve service delivery system at all levels.

Background/Objective

The Procurement Specialist will support HRS project with rapid procurement of supplies, services, and equipment, whilst ensuring best practices and maintaining audit-compliant records. The Procurement Specialist will work with the HRS team to ensure the implementation of Deloitte and USAID’s procurement standard operating policies and procedures. The Procurement Specialist will collaborate with requestors to ensure integrated and harmonized procurement systems. The Procurement Specialist will familiarize themselves with various donor regulations related to Procurement field and ensure that Procurement policies and procedures are in compliance with applicable Deloitte and USAID policies, procedures and requirements.

Responsibilities:

  • Prepare Requests for Proposals (RFP) /Request for Quotations (RFQ) and manage the RFP/RFQ process, contract preparation and execution of subcontracts;
  • Ensure adequate competition is achieved, as per Deloitte/ USAID policies and procedures;
  • Ensure Deloitte/USAID and FAR/AIDAR/CFR/OMB policies, and procedures are followed and enforced;
  • Through market research efforts, identify and qualify potential suppliers (and products/services). Ensure that beneficial, ethical and open supplier relationships are created and maintained according to procurement policies;
  • Confer with vendors and suppliers (local, regional and international sources) to obtain product or service information such as price, availability and delivery schedule.  Also, obtain estimate value of goods and services through multiple quotations from reliable and competitive suppliers.  Conduct price/cost/reasonability analyses;
  • Organize procurement selection meetings to consider tender applications against approved technical specifications and with due regard to market price and quality as well as economy of operations;
  • Prepare Purchase Orders/Subcontracts and Modifications and ensure proper documentation is collected throughout the procurement process;
  • Assist in processing vendor and subcontractor invoices for payment by assuring necessary documentation is included;
  • Prepare complete backup documentation for procurement purchases & submit to project’s Finance Team;
  • Coordinate with Finance Team, Admins and Technical Teams to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation;
  • Routinely communicate, coordinate and plan with the relevant requesting staff regarding the order and delivery of supplies;
  • Ensure that all supplies, services and equipment required are delivered in time;
  • Monitor and track project procurement activities.

Requirements:

  • Bachelor’s degree (or higher)
  • Excellent written and verbal communication skills, using diplomatic and tactful language, even in stressful, time-sensitive situations
  • Fluency in English, Russian, and Ukrainian
  • Minimum 3 years of relevant experience and progressive responsibility in procurement
  • Experience in managing the procurement & acquisition aspects of USAID funded projects, including a demonstrated understanding of applicable procurement-related USG & Federal Acquisition Regulation (FAR) regulations
  • Demonstrated experience in vendor/subcontractor negotiations
  • Detail-oriented
  • Customer-service oriented
  • Proficiency in Microsoft excel, including the use of formulas
  • Ability to manage and prioritize multiple concurrent bids
