Chemonics International, a global consulting and international development firm, seeks a short-term Environmental Compliance Specialist for the United States Agency for International Development (USAID)-funded Competitive Economy Program (CEP). This five-year program will encourage startup businesses and small and medium-sized enterprises (SMEs), increase domestic market competition, and support the competitiveness of Ukrainian firms in international markets. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

The Environmental Compliance Specialist will contribute to CEP’s environmental review system for grant recipients, ensuring compliance with 22 Code of Federal Regulations (CFR) 216 USAID Environmental Procedures requirements, USAID’s Supplemental Initial Environmental Examination (SIEE) recommendations, and Ukrainian environmental laws and regulations.

The Environmental Compliance Specialist will work with the CEP technical and Grants/Subcontracts teams to complete all required environmental screening for each planned grant activity; this includes, but is not limited to, completion and submission of Environmental Review Checklists (ERCs) and Environmental Mitigation and Monitoring Plans (EMMPs), as well as receiving and responding to USAID questions, edits, etc. to those documents. In addition, he/she will ensure that EMMPs are implemented and that monitoring indicators are received from grantees – for all grant activities where they are required.

The preferred qualifications for the Environmental Compliance Specialist position are:

  • Degree in environmental protection or related field required. Relevant professional experience may be substituted for academic accreditation.
  • Previous professional experience completing USAID ERCs/EMMPs, or similar environmental compliance documents used by international donors.
  • Experience working with grant recipients – either USAID or other international donors; knowledge and/or experience of USAID’s grant cycle, rules, and requirements.
  • Good knowledge of Ukrainian environmental laws and regulations.
  • Professional fluency in English.
