EnCompass LLC is seeking a Senior Evaluation Specialist to lead the design and implementation of performance and impact evaluations as well as assessments, analyses, and surveys for our UMLS project in Ukraine. They will play a leadership role in design, data collection, reporting, and dissemination, overseeing consultants and vendors to ensure rigorous, high quality, and useful evaluations and studies.

We are looking for someone who has experience leading evaluations, is solution-oriented, highly organized, resourceful, and can effectively engage the client throughout the evaluation process.

The position is based at UMLS office in Kyiv, Ukraine. The Senior Evaluation Specialist will be expected to travel throughout Ukraine, as needed.

Responsibilities

  • Establish methodological processes and standards that are compliant with USAID Evaluation Policy and ADS 201 for staff to adhere to when implementing evaluations.
  • Lead the planning and scheduling of evaluations/studies given client need and available resources. This includes leading planning sessions with USAID technical office to determine evaluation need and timing.
  • Serve as a member of the UMLS Senior Leadership Team, contributing to work planning, reporting, and strategic integration of evidence across the entire UMLS value-creation continuum.
  • Lead client kick off and early evaluation/study design activities
  • Oversee recruitment of evaluation/study teams and resource allocation (consultants, vendors, home office staff) for execution of evaluation/study tasks
  • Oversee training and mentoring of evaluation/study team consultants and vendors regarding EnCompass research and evaluation good practices
  • Oversee day to day management of concurrent active evaluations/studies, including coordination and oversight of consultants and vendors directly implementing the evaluation/study.
  • Contribute actively to UMLS efforts to support client use of evidence for decision making, through findings validation sessions, post-evaluation action planning, and UMLS knowledge management and learning advocacy.
  • Provide quality assurance throughout the research/study process, including design, data collection tools and processes, data analysis, reporting, dissemination, and learning.
  • Ensure evaluations and studies will be implemented within agreed upon timeframes and budget
  • May serve as the evaluation team leader of select evaluations
  • During an evaluation or study, regularly communicate updates to the client and address any issues that arise
  • Facilitate learning and reflection sessions with staff and partners

Other:

  • Engage fully as a member of the UMLS team, including participating in staff meetings and other team events
  • Provide support to other monitoring, evaluation, and learning tasks as required by the UMLS team

Qualifications and requirements

Academic Qualifications

  • Master’s Degree in international relations, economics, statistics, public policy, research methods, program assessment, evaluation/measurement or another relevant field

Experience and Skills

  • Minimum of 8 years of experience, with increasing responsibility designing and implementing evaluations of complex international development projects.
  • Recognized senior-level evaluation expert with strong leadership and systems-thinking skills
  • Strong familiarity with USAID guidance and policy in evaluation
  • Demonstrated experience in qualitative and quantitative sampling and data analysis, including use of analysis software.
  • Experience in management and supervision of data collection teams and ensuring data quality.
  • Strong interpersonal and oral communications and presentation skills are required
  • Strong client engagement skills grounded in proactive service and follow through.
  • Strong teamwork, interpersonal, communication, and presentation/facilitation skills.
  • Strong written and spoken English skills, and Ukrainian.Demonstrated ability to write strong and concise evaluation reports.
  • Familiarity with USAID/Ukraine is preferred, as well as demonstrated understanding of the strategic role that Monitoring, Evaluation and Learning (MEL) platforms play in Mission programmatic oversight.
  • Ability to travel within Ukraine, as necessary
