About the Organization

Camino is a newly established public organization founded as the local partner of Water Mission International, which has been operating in Ukraine since the onset of the Russia–Ukraine war in 2022. Our mission is to empower communities by improving access to essential WASH, protection, and energy services, fostering resilience, dignity, and self-sufficiency.

As part of our expanding portfolio, Camino is implementing projects in close partnership with UNICEF and the Ministry for Development of Communities and Territories of Ukraine, supporting national systems, contributing to WASH sector modernization, and strengthening long-term service sustainability.

In connection with this partnership, we are currently recruiting qualified specialists for the following position.

Background

Ukraine’s the water supply and sanitation (WSS) sector requires US$11.3 billion for recovery in 2025–2035, with 8.5 million people needing essential services. Significant modernization and alignment with EU standards are necessary, yet the Ministry currently lacks the staffing and technical capacity to drive these reforms.

To address this, a dedicated team of experts is urgently needed to build a modern, efficient, sustainable WSS system grounded in corporate governance, EU compliance, and high-quality, accessible services.

Purpose of the Reform Office

The Reform Office will develop and implement a new WSS sector concept to ensure enterprise sustainability, institutional efficiency, and environmental safety through coordinated action among the state, communities, and international partners.

Key Objectives

Develop a strategic WSS Reform Concept through 2030.
Advance corporatization of water utilities to improve efficiency and transparency.
Propose a regionalization model to optimize resources and enhance service quality.
Design an economically justified tariff policy ensuring stability and affordability.
Prepare a reform roadmap aligned with EU directives and standards.
Coordinate stakeholders and facilitate effective dialogue between government, communities, utilities, and donors.
Organize capacity building and professional training for WSS personnel.
Establish a Project Management Group to support regions in preparing recovery and development projects.
Provide recommendations on energy management, audits, and monitoring of energy use.
Support the development of public investment projects (WWTP reconstruction, water intakes, network renewal, automation, etc.).

Job Summary

Project management expert software effective portfolio management of projects aimed at restoration , modernization and European integration integration water sector of Ukraine . Expert responsible for planning , consulting , monitoring and reporting on projects that are funded international donors and partners, ensuring achievement key results and compliance EU requirements , also will provide expert help enterprises water supply and drainage in preparation investment projects recovery .

Essential Duties and Responsibilities:

Coordination process preparation investment projects .

Carrying out technical inventory damaged infrastructure in the affected areas regions .

Audit project materials for compliance environmental , social , financial and EU technical standards.

Analysis compliance with procurement procedures , evaluation environmental impact (EIA) , sustainable development , transparency and institutional capabilities .

Granting recommendations of improve content or structures document before submission to donors or financial institutions .

Participation in development new laws , by -laws acts and methodological documents that regulate activity in the field water supply and drainage .

Maintenance centralized database ( register ) of projects that pass training within the scope of the activity Office .

Implementation status tracking stages – from initiatives for approval financing .

Coordination communications between local authorities , water utilities, consultants, the Ministry of Infrastructure and international financial institutions .

Participation in work meetings , conferences and missions donors in .

Formation of short analytical notes and technical progress report and risks .

Support projects in the format public-private partnerships (PPPs) and initiatives aimed at energy efficiency and modernization objects .

Deliverables

While implementing assigned tasks, the Expert from European law will provide:

Evaluation quality and compliance investment projects EU requirements and donors .

Preparation technical reports on the status of preparation projects and discovered inconsistencies.

Granting recommendations of improve project materials and methodical support to communities and enterprises.

Participation in development the only one systems monitoring the state of preparation projects ( indicators , dashboard , database ) .

coordination preparation pilot projects to submit for funding international partners.

Transparent and controlled process accompaniment projects in water sector .

Reduction risk deviation projects international financial institutions thanks to proper quality control preparation .

Strengthening institutional sector capacity through the creation of the only ones standard in and project management procedures .

Qualification :

Education:

Higher education in project management, construction, economics, engineering, public administration or ecology.

Professional experience :

At least 5 years experience in the field accompaniment or coordination infrastructure / international project in .

Understanding IFO and EU requirements for preparation projects ( institutional , technical , environmental , financial ).

Knowledge methodologies project management (PRINCE2, PMI, Results-Based Management ).

Experience work in the field water supply , drainage , security environment or management water resources (as part of state bodies , municipalities , projects international technical assistance or profile associations ) will be an advantage .

Experience cooperation with international financial organizations or donors (EU, World Bank, EBRD, USAID , UNICEF , etc. ) are welcome .

Experience participation in international projects , cooperation with donors or state-owned institutions It is hidden .

Experience support , monitoring or assessments investment projects , preparation project documentation (feasibility study, ToR , concepts , applications).

Knowledge of preparation , approval and implementation procedures projects that funded by donors or state-owned programs .

Experience is preferred works with tools assessments readiness projects ( Readiness Assessment ) or audits in accordance with international standards.

Skills and competencies :

Ability analyze content investment projects for completeness , correctness structures , compliance with EU standards and MFIs.

Possession modern approaches to management project cycle.

Skill detect risks , duplication or inconsistencies in project documents.

Skill coordinate the work of several teams or contractors within one project portfolio .

This position will be based in Kyiv

Travel to program areas is required, sometimes to remote and challenging environments.

Експерт з управління проєктами забезпечуватиме ефективний супровід портфеля проєктів, спрямованих на відновлення, модернізацію та євроінтеграцію водного сектору України. Фахівець відповідатиме за планування, консультування, моніторинг та підготовку звітності щодо проєктів, які фінансуються міжнародними донорами та партнерами, а також за досягнення ключових результатів та відповідність вимогам ЄС. Крім того, експерт надаватиме професійну підтримку підприємствам водопостачання та водовідведення у підготовці інвестиційних проєктів.

Основні обов’язки:

Координація процесу підготовки інвестиційних проєктів.
Проведення технічної інвентаризації пошкодженої інфраструктури в постраждалих регіонах.
Аудит проєктних матеріалів на відповідність екологічним, соціальним, фінансовим та технічним стандартам ЄС.
Аналіз дотримання процедур закупівель, оцінки впливу на довкілля (EIA), принципів сталого розвитку, прозорості та інституційної спроможності.
Надання рекомендацій щодо покращення змісту чи структури документів перед поданням донорам або фінансовим інституціям.
Участь у розробці нових законів, підзаконних актів та методичних документів у сфері водопостачання і водовідведення.
Ведення централізованої бази (реєстру) проєктів, які проходять підготовку в межах діяльності Офісу.
Моніторинг статусу проєктів на всіх етапах — від ініціативи до затвердження фінансування.
Координація взаємодії між місцевими органами влади, водоканалами, консультантами, Міністерством інфраструктури та міжнародними фінансовими інституціями.
Участь у робочих зустрічах, конференціях та візитах донорів.
Підготовка коротких аналітичних записок, технічних звітів про прогрес і ризики.
Підтримка проєктів у форматі державно-приватного партнерства (PPP), а також ініціатив з енергоефективності та модернізації об’єктів.

Очікувані результати:

Експерт забезпечить:

Оцінку якості та відповідності інвестиційних проєктів вимогам ЄС та донорів.
Підготовку технічних звітів щодо статусу підготовки проєктів та виявлених недоліків.
Рекомендації щодо покращення проєктних матеріалів та методичну підтримку громад і підприємств.
Участь у створенні єдиної системи моніторингу підготовки проєктів (індикатори, дашборди, база даних).
Координацію підготовки пілотних проєктів до подання на фінансування міжнародним партнерам.
Прозорий та контрольований процес супроводу проєктів у водному секторі.
Зменшення ризиків відхилення проєктів міжнародними фінансовими інституціями завдяки якісній підготовці.
Посилення інституційної спроможності сектора через створення стандартів та процедур управління проєктами.

Кваліфікація

Освіта:
Вища освіта у сфері управління проєктами, будівництва, економіки, інженерії, державного управління або екології.

Професійний досвід:

Щонайменше 5 років досвіду супроводу або координації інфраструктурних / міжнародних проєктів.
Розуміння вимог ЄС та міжнародних фінансових організацій (IFIs) щодо підготовки проєктів (інституційні, технічні, екологічні, фінансові).
Знання методологій управління проєктами (PRINCE2, PMI, RBM).
Досвід роботи у сфері водопостачання, водовідведення, екологічної безпеки або управління водними ресурсами (в органах влади, громадах, міжнародних проєктах чи галузевих асоціаціях) — перевага.
Досвід взаємодії з міжнародними фінансовими інституціями або донорами (ЄС, Світовий банк, ЄБРР, USAID, UNICEF тощо).
Досвід участі у міжнародних проєктах, співпраці з донорами чи державними інституціями.
Досвід моніторингу чи оцінки інвестиційних проєктів, підготовки проєктної документації (ТЕО, ToR, концепції, заявки).
Знання процедур підготовки, погодження та реалізації проєктів, що фінансуються донорами або державними програмами.
Досвід роботи з інструментами оцінки готовності проєктів (Readiness Assessment) або аудитів за міжнародними стандартами вітається.

Навички та компетенції:

Здатність аналізувати інвестиційні проєкти на повноту, структурну правильність та відповідність стандартам ЄС і МФІ.
Володіння сучасними підходами до управління проєктним циклом.
Вміння виявляти ризики, дублювання або неузгодженості в проєктних документах.
Здатність координувати роботу декількох команд чи підрядників у межах портфеля проєктів.
Висока увага до деталей, відповідальність та навички розв’язання проблем.
Потужні комунікативні та міжособистісні навички; здатність працювати з багатьма стейкхолдерами, включаючи державні органи.
Відмінні організаційні здібності та тайм-менеджмент; здатність працювати з кількома завданнями одночасно та дотримуватись строків.
