Експерт/ка з сільського розвитку (Стратегія розвитку сільського господарства та сільських територій в Україні до 2030 року)/ARD Strategy-2030 Rural Development expert

The EU-funded project Institutional and Policy Reform for Smallholder Agriculture (IPRSA) is looking for ARD Strategy-2030 Rural Development expert.

The overall objective of this assignment is to provide daily expert support to the Ministry of Agrarian Policy and Food of Ukraine (in particular MAPF Rural development Department) in:

(a) Provide expert support for the implementation of the Strategic goal 7: Creating conditions for the development of rural areas of the Strategy and regulatory legal acts that require development for Strategic goal 7 implementation;

(b) Support in updates if needed and implementation of operational plan of measures for the implementation of the Strategic goal 7 of the Strategy;

(c) Development and expert support of a program document on creating conditions for the development of rural territories taking into account the Community-Led Rural Development principles.

The expert is expected to work closely with MAPF Rural Development Department in the areas listed above.

The expert’s scope of work and deliverables are as follows:

Scope of Work 

• Provide expert advice on the development of drafts legal acts necessary for the effective implementation of the Strategic goal 7 of the ARD Strategy-2030
• Assist in the drafting and review of legal documents, ensuring compliance with relevant legislation and EU acquis related to Strategic goal 7 of the ARD Strategy-2030
• Support MAPF to structure and update (if needed) of a detailed operational plan outlining the specific actions, timelines, and responsibilities for implementing of the Strategy for the Development of Agriculture and Rural Areas in Ukraine for the period until 2030 related to Strategic goal 7
• Analyze the existing ARD Startegy-2030 and identify areas requiring further development or clarification related to rural development.
• Support MAPF in the process of development of a comprehensive program document on creating favorable conditions for the development of rural territories taking into account the Community-Led Rural Development (CLRD) principles
• Conduct research and analysis of best practices in CLRD implementation.
• Support MAPF in the process of consultations with stakeholders to ensure the program document reflects local needs and priorities regarding operational plan and process of implementation of ARD Strategy-2030 related to Strategic goal 7, and regarding development of comprehensive program document on creating conditions for the development of rural territories taking into account the Community-Led Rural Development principles
• Provide MAPF with consultations, prepare clarifications and information materials on EU Regulations on EU CAP and RD-related EU legislation
• Provide MAPF expert support in the process of negotiations with the EU on Chapter 11 of the acquis
• Participate in training and information events on rural development topics, organized by IPRSA and MAPF, prepare and make presentations

Expected deliverables 

• Recommendations, clarifications, suggestions for the implementation of the ARD Strategy-2030 and drafts of related legal and regulatory acts to implement of the Strategic goal 7.
• Comprehensive program document on creating favorable conditions for the development of rural territories taking into account the Community-Led Rural Development (CLRD) principles
• Consultations, clarifications and information materials on EU Regulations on EU CAP and ARD-related EU legislation
• Analytical and information materials related to EU rural development approaches, including CLLD
• Presentations of the documents.
• Meetings, work groups and stakeholders meetings minutes.
• Project monthly and progress reports contribution

Applications are invited from individuals who meet the following requirements:

• University Degree in relevant subject (preferably in Law)
• Minimum of 2 years professional working experience in areas relevant to the post applied for
• Fluency in written and spoken Ukrainian; knowledge of English sufficient for professional purposes
• IT literate
• Experience of working with an EU-funded projects (or that of another donor partner) would also be an advantage.

The expert’s work base will be Kyiv, Ukraine. If requested by MAPF, and if space is made available, the expert will work within the premises of MAPF. Some duties may be required to be undertaken in other regions of Ukraine following a clearly presented justification and approval of the Team Leader and the EU Delegation in Ukraine.
