DAI is seeking highly qualified candidates to occupy STTA position of Expert in Strategic Corruption Risk Assessment of     Corporate Governance for the National Agency on Corruption Prevention (NACP) position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.

  1. PROJECT BACKGROUND

The purpose of the Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:

Strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence;

Strengthen anti-corruption compliance and control in local governance;

Advance transparency and accountability in resilience, recovery, and reconstruction efforts.

The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.

 POSITION DESCRIPTION

The Expert in Strategic Corruption Risk Assessment of Corporate Governance in SOEs will be responsible for identifying, analyzing, and mitigating corruption risks within state-owned enterprises in line with the NACP provided methodology. This role involves collaboration and constant consultations and coordination with NACP respective department and Pro-Integrity team, conducting comprehensive corruption risk assessment of the corporate governance sector of the SOEs, and developing recommendations to reduce corruption risks in the defined sector. The expert will also provide recommendations for policy and procedural improvements. This role requires a deep understanding of corporate governance, risk management, anti-corruption legislation and compliance. The expert will use NACP methodology on strategic corruption risk assessment and sample studies on: SOEs, reconstruction of property, Ukrzaliznytsia, etc. for conducting strategic analysis of corruption risks to eliminate them and implement recommendations in SOEs’ work. The expert’s role encompasses both the technical aspects of risk assessment and the collaborative elements necessary for effective implementation.

 KEY DUTIES & RESPONSIBILITIES

  • Evaluate corruption risks in corporate governance of SOEs, utilizing NACP’s established methodology.
  • Scrutinize business processes, legal frameworks, and decision-making practices to identify vulnerabilities that may facilitate corruption.
  • Examine the existing corporate governance models of SOEs to pinpoint areas susceptible to corruption.
  • Develop a detailed plan for conducting strategic analysis of corruption risks within the identified areas.
  • Collect and analyze data to identify potential corruption risks and schemes in the corporate governance of SOEs.
  • Clearly describe identified corruption risks and, when sufficient information is available, determine their severity.
  • Engage with NACP and relevant stakeholders to discuss the results of the risk analysis and explore measures to mitigate identified risks.
  • Prepare and present actionable recommendations for eliminating strategic risks in the defined sector.
  • Work closely with NACP departments and the Pro-Integrity team on both substantive and methodological aspects of the risk assessment.
  • Submit the assessment report with the findings of the strategic corruption risk analysis to the NACP for NACP’s and PI review, and then the final version for further action.
  • Develop a strategy to engage the public and relevant stakeholders in the implementation of measures to minimize or eliminate corruption risks in the defined area.
  • Participate in activities designed to engage risk owners, entities responsible for implementing recommendations, and other interested parties in the corruption risk mitigation process.
  • Design a strategy to monitor the effectiveness of the NACP’s efforts in mitigating corruption risks, ensuring recommendations are followed.
  • Consult PI team on the corporate governance issues (if needed)
  • Perform other tasks related to the preparation and execution of the strategic corruption risk assessment as required.

QUALIFICATIONS

  • A  master’s degree in a relevant field such as law, public administration, or a related discipline is required.
  • A minimum of five (5) years of relevant professional experience in corporate governance, legal advisory, or public administration. Experience in corruption risk assessment and corporate governance reform will be considered as an asset.
  • Demonstrated experience in developing and implementing corporate governance methodologies, including risk assessment and management frameworks.
  • Strong analytical skills with a proven track record of conducting comprehensive assessments of corporate governance systems and developing recommendations for improvement.
  • Extensive knowledge of Ukrainian corporate law and regulations, as well as international best practices in corporate governance and anti-corruption measures.
  • Experience in stakeholder engagement and the ability to effectively interact with government officials, international organizations, and private sector representatives.
  • Proficiency in developing and reviewing corporate governance policies, procedures, and legislative proposals.
  • Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint, is required. 
  • Strong interpersonal communication and analytical   
  • Fluency in Ukrainian with excellent oral and written communications skills required.
