Експерт/ка з питань міграції
VNG International (Агентство міжнародного співробітництва Асоціації муніципалітетів Нідерландів) оголошує тендер на залучення експерта з питань міграції для реалізації пілотного проєкту, спрямованого на посилення спроможності українських громад до сталого відновлення як передумови для добровільного повернення переміщених осіб.
VNG International is seeking a Migration Expert for the pilot project “Capacity Strengthening of Ukrainian Municipalities for Sustainable Reconstruction as a Precondition for Voluntary Return.” The Migration Expert will provide technical and advisory support, contributing to the analytical groundwork, design of approaches and capacity-building activities related to migration, displacement, return and reintegration.
Key responsibilities:
- Provide expert advice on migration, internal displacement, voluntary return, and reintegration in post-crisis and recovery contexts;
- Contribute to assessments and analyses related to migration dynamics, return conditions and local reconstruction capacity in target municipalities;
- Provide expert input to project documentation, including analytical notes, reports and recommendations;
- Support coordination and knowledge exchange between Dutch and Ukrainian municipalities and other stakeholders;
- Participate in coordination meetings, workshops, and stakeholder consultations as required;
- Contribute to learning, dissemination, and scaling discussions based on pilot results;
- Support the preparation of reports related to the inception phase.

It is expected that the expert will participate in visits to the target territorial communities in order to support project implementation and provide on-site support where required.
All activities must be designed and implemented with due consideration to conflict sensitivity, gender equality and environmental protection.
Minimum and desired qualifications are listed in the ToR.
The must requirements include:
- University degree in migration studies, social sciences, law, international relations, public policy administration or a related field, or a minimum of 5 years of relevant professional experience in migration-related work.
- Fluent English (written and spoken).
- Demonstrated work experience with organisations working on IDPs, migration or returnee issues (e.g., NGOs, UN agencies, international organisations).
- Knowledge of national legislation and policies related to IDPs, migration and return.
- Established network of migration/IDP NGOs and stakeholders.
- Ability and willingness to travel within Ukraine and abroad.
- Proven experience in preparing analytical reports.
- Strong computer skills (Microsoft Office: Word, Excel, PowerPoint).
