District Heating Sector Lead

USAID/Ukraine Energy Security Project 

Project Summary

The Energy Security Project (ESP) is a five-year project funded by the United States Agency for International Development (USAID),[1] implemented by Tetra Tech, a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.[2]

The ESP mission is to enhance Ukraine’s energy security, to improve the energy legal and regulatory environment in the country, and to increase the resilience of Ukraine’s energy supply. This will help to support country’s economic development and sustain its democracy. ESP is working closely with the Government of Ukraine (GOU) to develop competitive energy markets. By doing so, ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians.

Position Summary:

Tetra Tech is currently looking for a District Heating Sector Lead (“District Heating Lead”) to serve as the primary individual responsible for leading this critical component of the ESP. The individual will support the implementation of the project’s district heating strategy at the national level and focus on the design and implementation of several district heating projects targeted at specific district heating utilities in Kyiv and in several regions of Ukraine (e.g., Odessa, Mariupol, etc.). The individual will help analyze, recommend and implement district heat market reform activities in Ukraine with a particular focus on utility-level interventions. This position reports to the ESP Chief of Party (COP). The position is based in Kyiv with periodic travel to other cities in Ukraine (estimate is at least 25% of the time is outside of Kyiv). The position is open to foreign nationals and will be considered as an expatriate resident position in Kyiv. ESP will assist with obtaining necessary authorities to work and live in Kyiv for the successful candidate.

Main Responsibilities:

  • Support the advancement of the district heating sector in Ukraine including support for national strategy implementation and utility-specific interventions to improve performance (technical, financial, customer service levels);
  • Lead the ESP team on analyzing the performance of the district heating sector and implementation of key reforms both at the national level and within the utilities;
  • Manage a team of 10-15 employees and consultants, and number of subcontractors, implementing the project’s strategy on district heating including major activities at the utility level;
  • Oversee the design of the utility level interventions, including possible procurements of goods and services to implement each intervention, with careful oversight of contractor and vendor performance in accordance with contract/subcontract requirements;
  • Identify and help support various feasibility studies examining the expansion of the use of biomass and waste heat (specially to replace coal usage) in several district heating applications;
  • Represent ESP in forums and meetings with donors, the energy community, USAID, etc. as the project’s district heating sector lead;
  • Coordinate and manage analytical and consultant activities supporting district heating sector reform;
  • Contribute to reports, insights and technical papers to ensure quality and adequacy of the recommendations provided;
  • Contribute to the communication strategy and related communication plans in support of reform of the district heating sector, as approved by ESP management;
  • Closely associate with representatives from Government of Ukraine, the National Energy and Utility Regulatory Commission, the Ministry of Energy and Environmental Protection, Ministry of Communities and Territories Development, local authorities (municipalities) and other stakeholders that have influential authority over decision-making in the district heating sector;
  • Other responsibilities, as designated by the ESP management team.

Qualifications:

  • At least 15 years of experience in the district heating sector, preferably in Central and Eastern Europe with a focus on utility experience;
  • The candidate should have in-depth experience with the governance, management and operations of district heating utilities;
  • The candidate must be able to speak, read and write fluently in English;
  • A Master’s degree or equivalent in business, energy, finance or related field;
  • Experience in leading a team of professionals, especially in a cross-cultural context;
  • Experience working on USAID or other donor-funded projects is a plus.
