Project Summary

The Energy Security Project (ESP) is a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. The USAID ESP is implemented by a USAID Contractor, Tetra Tech ES, Inc., a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.

The USAID ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support the country’s economic development and sustain its democracy. USAID ESP is working closely with the Government of Ukraine (GOU) to develop competitive energy markets. By doing so, USAID ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. USAID ESP is currently in the fifth year of implementation and will run through June 2025.

Position Summary

USAID ESP is currently looking for a Deputy Director of Supply Chain Management to support the oversight and management of the supply chain of procurement of goods and materials for the needs of Ukraine’s energy sector. ESP is envisioned to be the primary vehicle through which USAID will procure and provide goods and materials to Ukraine for the energy sector, in coordination with the Ministry of Energy in Ukraine and through the prioritization of their needs. The individual will support the design of the supply chain and help build and train a team to support its execution. The individual will supervise other functions under the supply chain function, including logistics/administrative staff and external subcontractors and suppliers responsible for transport, holding and delivery of goods. The individual will provide input to the quarterly procurement plans to ensure logistics are considered when reporting on timelines and delivery.

This is a long-term full-time position for the period of 1 year with the possibility of extension, based in Kyiv office, with occasional business travel. The Deputy Director of Supply Chain Management will report to the Senior Procurement Director. 

Main Responsibilities:

  • Serve as the Deputy to the Senior Procurement Director, and support setting up and overseeing the supply chain for the ESP for delivery of goods and materials to Ukraine in manner that is efficient and compliant with applicable law and regulations.
  • Set up and manage the procurement and supply chain software chosen for the project and provide training for users;
  • Map the landscape of logistics, shipping, and customs requirements applicable in the region;
  • Manage arrangements with customs and tax specialists to ensure efficient and compliant movement of goods.;
  • Oversee final disbursement of goods and plan for official handover to beneficiaries;
  • Contribute to the ESP procurement plan on a quarterly basis;
  • Meet regularly with teams to discuss procurement needs and develop timelines and implementation plans;
  • Other duties as assigned.

Qualifications:

  • Minimum 10 years of relevant experience supporting donor-funded projects, serving in roles such as Operations Manager, Project Manager, Supply Chain Manager, Deputy Chief of Party or in similar role/capacity with increasing level of responsibility; field experience preferred;
  • Experience with USAID funded projects preferable; Experience supporting supply-chain projects a plus;
  • Experience supervising staff is required;
  • Excellent organizational skills to meet deadlines;
  •  Strong communications skills – both oral and written;
  •  Detail-oriented, ability to work independently;
  • Fluency in English is required; command of Ukrainian or Russian is a plus;
  • Bachelor’s (or equivalent) degree in relevant field required; Master’s degree preferred.
  • Ability to handle a high volume of large complex tasks.
