UN RPP is seeking a Data Management Officer who will manage routine data collection, quality control and data entry in the UN RPP Information Management System (IMS). This support will include database maintenance, implementation of new components of data collection (by adding to the existing database) and managing users’ privileges. The position will report to the M&E and

Innovation Specialist and will collaborate closely with the M&E Associate. The Data Management Officer will work collaboratively with all members of the UN RPP team and will coordinate with staff on monitoring, evaluation and learning, and also with partners and colleagues from other UN Agencies.

Under the direct supervision of the M&E and Innovation Specialist the UN Volunteer will undertake the following tasks:

  • Manage routine data, including data cleaning and entry in the UN RPP IMS platform to ensure completeness and quality.
  • Establish and maintain connectivity and data exchange between the UN RPP IMS platform and UNDP Country Office internal database.
  • Report any errors identified during data review to appropriate team members and assist in resolving issues.
  • Build new components of IMS data collection and aggregation tools.
  • Conduct descriptive data analysis and visualization.
  • Generate/update frequencies, pivot tables and charts of the indicators of interest for monitoring purposes as well as ad hoc requests.
  • Propose, develop and support others developing content for dissemination including blogs and other social media.
  • Support the development and implementation of online and offline data collection tools to meet monitoring, evaluation, and reporting needs of the UN RPP.
  • In collaboration with the M&E and Innovation Specialist and M&E Associate, responsible for designing and providing regular staff training, technical support, and oversight of data management processes.
  • Archive and backup database systems; ensure security of databases; perform database administrator functions.
  • Provide technical expertise during interagency initiatives, related to information and data management, seeking to improve information sharing between institutions, to strengthen access to information from other organizations and clusters, and to contribute to intersectoral dashboards and reports.
  • Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV’s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the

UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Qualifications/Requirements:

  • Bachelor’s degree in Economics, Sociology, Statistics, Computer Science, Information Management, or a related area;
  • Master’s degree will be considered as an advantage.
  • At least 2 years of relevant professional experience.
  • Experience working in the UN or other international development organization will be an advantage.
  • English (Mandatory) , Level – Fluent AND – Ukrainian, Russian (Mandatory) , Level – Fluent
  • Excellent drafting, formulation and reporting skills.
  • Solid computer literacy, including proficiency in various MS Office applications (Excel, Word, PowerPoint); familiarity with database management; and office technology equipment.

This is a national UN Volunteer assignment, therefore only nationals of Ukraine and legal residents in Ukraine with the status of refugee or with the status of being stateless are eligible to apply.

***Entitlements of National UN Volunteer (Specialist)

The contract lasts for the period indicated in the vacancy with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Allowances:

Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) of

USD 961.75 (equivalent in UAH) is provided monthly to cover housing, utilities and normal cost of living expenses.

Settling-in (SIG), moving and travel entitlements: If the duty station of the assignment is not within commuting distance, national UN Volunteers are entitled to receive settling-in-grant and reimbursement of the costs of travel and moving personal effects to and from the duty station.

The UN Volunteer will be paid SIG equivalent to one month’s applicable VLA for 12-month contract. For contracts of less than 12-month, the SIG is pro-rated according to contract duration.

Resettlement allowance (RSA): Eligible national UN Volunteers are entitled to receive a resettlement allowance upon satisfactory completion of the assignment. The RSA is equivalent to one month’s applicable VLA for 12-month of completed assignment. For short-term contracts or extensions of contracts of less than 12 months, the RSA is pro-rated.

Learning and training: UN Volunteers will receive up to USD 500 for individual training.

Medical and life insurance:

Medical insurance: National UN Volunteers and their family (maximum 3 of their dependents) are covered by a medical insurance scheme for the duration of the assignment to cover medical treatment costs incurred during the assignment. This includes permanent disability insurance.

Post Service Medical Coverage: Health insurance of national UN Volunteers and their family (maximum 3 of their dependents) extends one month after the last day of the national UN Volunteer Contract date to assist with reintegration into national healthcare schemes after their service is completed.

Life Insurance: National UN Volunteers are covered by life insurance for the duration of the assignment. In the event that a national UN Volunteer dies during the UNV assignment, the designated beneficiaries will be entitled to receive the life insurance lump sum.

Leave entitlements:

Annual leave: National UN Volunteers accrue an entitlement to annual leave at the rate of 2.5 working days per completed month of assignment. However, a national UN Volunteer can at no point during the UNV assignment accrue more than 30 days of annual leave.

Certified Sick Leave: Sick Leave which is certified by a qualified medical physician is charged to the national UN Volunteer’s balance of certified Sick Leave days. The maximum balance of certified Sick Leave days for the respective Contract is calculated on the basis of 2.5 working days per month of the Contract duration and can be used at any point in the assignment.

Uncertified Sick Leave: Uncertified Sick Leave is leave that is not validated by a certificate from a qualified medical physician. National UN Volunteers on more than 6-month contracts may be absent on the basis of uncertified Sick Leave up to a maximum of 7 working daysFor contracts duration of less than 6-months, UN Volunteers are eligible to 4 working days.
