DAI is seeking highly qualified candidates for the Kyiv-based full time Senior Advisor position to join USAID Governance and Local Accountability (HOVERLA) Activity team. Interested candidates should submit their application through the following portal:

Project Background

DAI Global is implementing the USAID-funded Governance and Local Administration (HOVERLA) Activity, based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities.  The Activity has three objectives:

Objective 1:  Ukraine’s system of local self-governance is increasingly institutionalized and effective

Objective 2: More self-reliant subnational governance

Objective 3: Citizens play an increasingly influential role in local governance processes

Position Overview

The Senior Advisor is expected to provide advisory services, technical support, and contextual information to the Chief of Party to inform and expedite activities. The Senior Advisor will also facilitate key relationships among government counterparts and other donor decentralization projects as well as facilitate access to top-level GOU officials and serve as the relationship manager for the Cabinet and the Ministry of Planning and Economic Development.

Objectives and Duties

  • Contribute data and analysis to monthly, quarterly, annual, MEL, and ad hoc communications and reports.
  • Develop regular political economic analyses to inform activity decisions and support strategic planning and technical assessments.
  • Identify relevant partnerships to aid in implementation of HOVERLA programming.
  • Identify relevant priorities for implementation.
  • In coordination with the COP, manage relationships with government officials and other relevant stakeholders.
  • Make significant contributions in terms of introductions and engagement with key stakeholders including government officials and other donor-funded projects focused on decentralization in Ukraine.
  • Participate in the technical review and evaluation of grants proposals and provide strategic input for the design of grants when necessary.
  • Provide legislative/policy/regulatory support to the project and to USAID.
  • Serve as liaison to GoU and relevant donor funded projects (e.g. U-LEAD, DOBRE, etc.).
  • Serve as the policy advisor to the Hoverla project.
  • Work to identify any implementation bottlenecks. Develop and propose solutions to COP and DCOP.
  • Other duties as assigned by the Chief of Party.

Qualifications

  • Bachelor’s degree with a minimum of fifteen years of work experience in governance or local development. Master’s degree in a relevant field preferred.
  • Experience working with government institutions.
  • Experience working on USAID projects.
  • Ability to synthesize information clearly and produce quality reports within tight deadlines.
  • Strong interpersonal skills and ability to work with minimal supervision.
  • Proven excellent speaking and writing skills in English.
  • Legislative reform experience.
  • Demonstrable understanding of decentralization reforms in the government of Ukraine.
