DAI is seeking qualified candidates for the Kyiv or other regional HOVERLA office in Ukraine (Poltava, Lutsk, Lviv, Zhytomyr, Rivne, Odesa, Uzhhorod) to occupy full-time position of Grants Officer to join USAID Governance and Local Accountability (HOVERLA) Activity’s team.  Project Background 

DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. The purpose of HOVERLA Activity is to facilitate the creation of Ukrainian local governance systems and processes that are more self-reliant, accountable to citizens, inclusive and able to provide services. The Activity has three objectives:

  • Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective
  • Objective 2: More self-reliant subnational governance
  • Objective 3: Citizens play an increasingly influential role in local governance processes

Position Overview

The Grants Officer reports to Grants Director and is responsible for administration of sizable and complex array of HOVERLA grant activities, ensuring their compliance with all applicable USAID and DAI regulations, policies, and procedures. Grants Officer maintains all grant management documentation and records related to solicitation, awarding, implementation, monitoring, and closeout of his/her portfolio of grants in the HOVERLA management systems and tracks individual grants’ progress, payments, and closeout according to the Grant Agreement. Grants Officer serves as the focal point for all contractual, budgetary, financial, compliance, and capacity development issues on individual grants and works closely, throughout grant cycle, with the Technical Lead/Program Development Officer (PDO), who serves as the focal point for all technical/programmatic issues under the respective grant.

Objectives and Duties:

The responsibilities of the Grants Officer include but are not limited to:

  • Ensure grants’ compliance with approved HOVERLA Grants Program Manual, referenced USAID regulations and policies, DAI policies and procedures, systems, and internal controls.
  • Ensure proper negotiation of terms, conditions, standard provisions, and budgets for grant awards, and amendments, as appropriate, with focus on analyzing budget estimates to ensure all costs conform with USAID and DAI regulations and policies.
  • Ensure that grantees receive and understand relevant USAID and DAI policies, procedures and reporting requirements.
  • Work with prospective grantees and HOVERLA Technical Leads/PDOs to develop the grant budgets, assuring that all costs are reasonable, allocable, and allowable and consistent with grant’s scope of work.
  • Conduct pre-award responsibility determination to examine if a potential awardee has adequate management and financial capacity and internal controls to successfully implement and comply with their Grant Agreement and as required, suggest mitigating measures regarding the management, technical, financial, and administrative capacity of the organization. Collect and/or develop related support documentation/paperwork and assure appropriate record keeping.
  • Provide and/or coordinate provision of technical and administrative support in building capacity of grantees for effective grant management.
  • Lead development and execution of grant agreements in accordance with applicable policies and regulations.
  • Assure that grantee submits complete and timely deliverables and that they are verified and approved by the Technical Lead/PDO.
  • Review all grantee’s vouchers — requests for payment or reimbursement — for accuracy, compliance, and sufficient detail to ensure compliance with the Grant Agreement and work with HOVERLA Finance Department on preparation and processing of grant payments (disbursements).
  • Monitor the grant financials to ensure that grant expenditures are in accordance with the grant ceilings. Take proactive steps to ensure compliance.
  • Report on grant progress and status as required.
  • Troubleshoot grants management challenges with grantees, technical staff, COP, and USAID as requested/as needed.
  • Monitor the activity implementation through regular communication with grantees and site visits, as appropriate.
  • Manage grant close out procedures — work closely with the grantee, and the Technical Lead/PDO to ensure timely close out, disposition, and final reporting, and perform the required audit of grant files and finances in TAMIS and on SharePoint.
  • Assist in development and periodic updating of price reasonableness analyses tools (e.g., Standard Budget Rates)
  • Assist on customization and improvement of project’s grant management systems (TAMIS, SharePoint, etc.).
  • Other duties as assigned by Grants Director that are consistent with the overall focus of the assignment.

Qualifications:

  • Bachelor’s degree in business administration, accounting, finance, or related field.
  • 6+ years of professional experience, including 3 years of relevant professional experience and progressive responsibility in grants management, finance and accounting, and/or project operations, preferably on USAID – funded international development program. 
  • Experience in the administration of USAID-funded grant programs preferred.
  • Strong analytical, problem solving, and budgeting skills, operational and compliance focus, and accuracy in management of budgets, cash flow, and large amounts of data.
  • An energetic, creative individual with high ethical standards and appropriate professional image.
  • Ability to respond effectively to the time-sensitive inquiries.  
  • Strong interpersonal skills, written and oral communication skills.
  • Strong computer skills (MS Office).
  • English language proficiency.
