DAI is seeking highly qualified candidates to occupy full-time Grants Director position in Kyiv HOVERLA project office in Ukraine to join USAID Governance and Local Accountability (HOVERLA) Activity’s team. Interested candidates should submit their application through the following portal:

Project Background

DAI Global LLC is implementing the U.S. Agency for International Development (USAID)-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv with project activities across Ukraine’s regions and communities. The HOVERLA Activity will build upon accomplishments and progress made to complete the necessary legal framework for decentralization and support Ukraine’s advance to self-reliant local governance.  It supports the operation of newly consolidated communities, improves services delivered to citizens, and advances citizen engagement and confidence at all levels. 

HOVERLA has three primary objectives:

  • Objective 1:  Ukraine’s system of local self-governance is increasingly institutionalized and effective.
  • Objective 2:  Subnational government achieves greater self-reliance; and
  • Objective 3:  Citizen’s participation and influence is increased in local governance processes.

To support these initiatives, DAI seeks qualified candidates to fulfill HOVERLA’s goals.

Objectives and Duties:

The Grants Director will provide the HOVERLA team with overall portfolio level management in the areas of grant management. Given the size of the project the Grants Director is required to manage the project’s portfolio, while managing and mentoring local staff.

  • Manage the grants program, as an integral part of the workplan activities to achieve project objectives and results.
  • Ensure compliance with approved Grants Manual, referenced USAID regulations and policies, DAI policies and procedures, systems, and internal controls.
  • Assure that Grants Manual is up-to date and, as applicable, edit its content in coordination with COP and DAI HO for USAID approval. Identify and suggest improvements to DAI grants management procedures throughout the project to be more effective and efficient in preventing, detecting, identifying, and correcting noncompliance with applicable rules and regulations.
  • Support development and capacity building of local organizations and grantees to ensure successful implementation and compliance with the grant agreement, as well as to support their sustainable development as an organization.
  • Work with Objectives’ and Technical Teams’ Leads and grants Technical Leads to coordinate the identification, solicitation, and selection process of eligible grantees.
  • Monitor compliance with contract terms and conditions in accordance with DAI’s prime contract and applicable Ukrainian law.
  • Provide procedures and policy training, guidance, and interpretation for program staff as well as grantees, in consultation with the DAI Contracts Manager as appropriate.
  • Analyze and evaluate grant applications and concept papers and serve as the non-voting Chairperson for more grant application selection committees. Develop and analyze budgets for allowability, allocability, reasonableness and consistency for proposed activities in coordination with the proposed local partners. The Grants Director will ensure adherence to budget lines, quantity and frequency/period of performance are in line with activity design.
  • Submit progress and status reports as required.
  • Ensure proper negotiation of the terms and conditions for grant agreements, ensure the proper type of grant selected, and review and select the correct standard provisions.
  • Provide guidance in the implementation of the grant activities, including closure and disposition plans
  • Troubleshoot grants management challenges with grantees, technical staff, COP, and USAID as requested/as needed.
  • Supervise a team of Grants staff, including Grants Manager and Grants Officers, and the Environmental Compliance Specialist to ensure they are in compliance with the Grants Manual, are effectively and thoroughly using the TAMIS systems for grants and procurement, that they have the quality control tools to do their jobs, and that they are given routine performance feedback.
  • Create trackers and internal price reasonableness analyses tools for Grant Staff to use and maintain.
  • Prepare and submit for USAID approval all approved applications packages.
  • Maintain a monitoring system that, at minimum, must tracks the following: 1) number of funded activities and dollar amounts; 2) type of organization; 3) activity type; 4) cost-sharing; and 5) development impact among others.
  • Work with TAMIS Administrator to customize Grant Module in TAMIS.
  • Support and coordinate, as needed the drafting of concepts, RFAs and APS’.
  • Provide Grant reports for project deliverables (weekly, quarterly etc.) and to USAID on an ad hoc basis as requested.

QUALIFICATIONS:

  • Must have at least 10 years of experience working in international business and grants management, with experience in USAID grants management preferred.
  • Experience in the administration of large, complex USAID-funded grants under contracts, and contracts is required.
  • Must be well versed and competent in all aspects of contract and procurement management under USAID regulations and guidelines.
  • Strong interpersonal skills and written and oral communication skills.

Supervisory Responsibilities:

  • The Grants Director will supervise the Grants Manager, Grants Officers, Subcontract and Grant Officers, Environmental Compliance Specialist, and Environmental Compliance Officer.

  • Kyiv, Ukraine

Reporting:

  • The Grants Director will report to the Chief of Party.
