DAI is seeking qualified candidates for the Advisory Services Expert (Medical) to join USAID Governance and Local Accountability (HOVERLA) Activity’s team. Interested candidates should submit their application to the following address:

Project Background

DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities.  The Activity has three objectives:

  • Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective
  • Objective 2: More self-reliant subnational governance
  • Objective 3: Citizens play an increasingly influential role in local governance processes 

HOVERLA is working to provide balanced technical assistance that supports local governments to meet citizens’ immediate needs while also laying the groundwork for sustainable service delivery improvements in areas prioritized by citizens including through the Visible Service Improvement [VSI] Initiative. 

  1. Purpose

The overall goal of this assignment is to provide technical support to the HOVERLA procurement of medical equipment, in order to achieve projects’ objectives, ensuring high quality and accuracy of work.

  1. Essential Duties and Responsibilities

Under the direct supervision of the HOVERLA Regional Director the Advisory Services Expert

will carry out the following activities:

  • The Expert will check the technical specifications prepared by the CTCs experts and will divide them for lots (if necessary), prepare technical specifications for medical equipment and agreed the technical specifications with Project procurement manager and responsible officer.
  • The Expert will provide confirmation of the neutrality of the prepared technical specifications (the products of at least three branded manufacturers must correspond to the technical specifications).
  • The Expert, upon the request of the evaluation committee, will provide comments / responses to the requests of the bidders regarding the technical aspects of the purchased equipment during the tendering and evaluation of the tenders.
  • The Expert will conduct an independent detailed technical assessment (with all necessary objective justifications for each proposal) of bids and provide his/her comments and recommendations.
  • The Expert will assist the evaluation committee in addressing technical issues raised in complaints of the bidders (if necessary).

The Expert provides an independent assessment, while interacting with the CTCs experts and the HOVERLA procurement team, the Expert can take part in working meetings (online) in order to improve the efficiency of the tender procedure and achieve a better result.

Deliverable #1:

The first draft of the Technical Specifications developed by the Expert and presented to the procurement team.

  1. The online meetings with community focal points completed. The drafts of ToRs prepared by the community focal points checked and analyzed;
  2. The first draft of the Technical Specifications (list of items stated in the Annex) developed by the Expert and presented to the procurement team.

3 weeks from the contract countersigned

Deliverable #2:

The confirmation of the neutrality of the prepared Technical Specifications provided.

The final Technical Specifications accepted and approved by HOVERLA procurement team.

  1. The first draft of the Technical Specifications discussed with the procurement team (confirmation of the neutrality of the prepared Technical Specifications provided).  The Expert accepted the Procurement Team comments and recommendations and (if any) and finalized the Technical Specifications.
  2. The final Technical Specifications accepted and approved by HOVERLA procurement team.

6 weeks from the contract countersigned

Deliverable #3:

The assistance during tendering and evaluation processes provided to the procurement team.

The independent detailed technical assessment of bids conducted and provided to the procurement team.

The tender procedure announced.

  1. The Expert provided responses to the requests of the bidders regarding the technical aspects of the purchased equipment during the tendering and evaluation of the tenders;
  2. The assistance to the evaluation committee in addressing technical issues raised in complaints of the bidders (if any) provided.
  3. The independent detailed technical assessment of bids conducted and provided to the procurement team.

12 weeks from the contract countersigned

*Payments are against deliverables, i.e. upon delivery of the services specified in this Terms of Reference.

  1. Reporting:

The Advisory Services Expert (Medical) STTA will work under HOVERLA Regional Director supervision.

The Expert will provide reports upon the deliverable’s achievement.

To ensure the delivery of the above tasks, the Expert will:

  • Liaise and ensure constant communication/coordination with HOVERLA Project regarding all aspects of the assignment;
  • Submit all the deliverables for review, comments and approval to HOVERLA as requested;
  • Hold consultations with HOVERLA Project as requested.

 Qualifications:

The Expert should possess the following qualifications, experience, and skills:

  1. At least Specialist’s/Master’s in medical or medical engineering education (or other relevant studies);
  2. The total work experience must be at least 10 years. The consultant technical assessment expertise of high-tech medical equipment of health care institutions would be an asset;
  3. Previous experience in similar projects with tender based selection of suppliers of high-tech medical equipment with knowledge of the technical characteristics of medical equipment (who and which manufacturers);
  4. Experience in projects involving international financial institutions would be an asset;
  5. Fluency in Ukrainian is required. Fluency in English is advantage.
