Senior Program Officer: Research and Evaluation
The International Charitable Foundation “Alliance for Public Health” is a leading non-governmental professional organization which makes a significant impact on the epidemics of HIV/AIDS, tuberculosis, viral hepatitis and other socially dangerous diseases in Ukraine in cooperation with state partners and civil society organizations through providing financial and technical support to relevant programs, which cover over 300,000 members of most vulnerable populations, which is the highest indicator in Europe. Alliance team includes over 100 professionals who are based in Kyiv.
Overall Role: The Senior Program Officer: Research and Evaluation Projects Development will lead and support implementation of quantitative and qualitative research and other studies, data collection, analysis and data management activities ensuring the state and internationally required scientific standards.
Contract type: civil contract
Core Requirements:
- Minimum of five years of the relevant experience in HIV- or public health or social science researches projects;
- University degree in public health, sociology, epidemiology or related field. (Ph.D or International Master degree is preferred);
- Leasing with program managers, decision-makers and policy actors to identify research needs;
- Strong writing and editing ability; experience in writing proposal sections and concept notes;
- Strong skills in statistical data analysis using SPSS, knowledge of R or other statistical software is a plus;
- Understanding or experience in qualitative data coding and analysis using MAXQDA or other relevant software is appreciated;
- Knowledge and experience in planning and conducting social, epidemiological, or implementation/operational studies;
- Publications in peer-reviewed journals is an advance;
- Outstanding communication and presentation skills;
- Self-starter, well-organized, with an ability to prioritize among multiple competing requests;
- Ability to work under pressure and under tight deadlines;
- Ability to proactively work independently and as an effective team member;
- High level of computer literacy, especially in Word, Excel, Power Point, Outlook;
- Personal commitment, flexibility, efficiency and drive for results;
- Oral and written communication skills in Ukrainian and English;
- Able to travel up to 10% of the working time.

Background:
PEPFAR (Improving HIV Treatment Cascade for Key Populations through Differentiated Case Detection and Linkage to Care and Increased Capacity of the Center for Public Health and Strategic Information in Ukraine under the President’s Emergency Plan for AIDS Relief) project supports research and capacity building to help Ukraine, adapt and use science, technology and innovation for development of evidence- based country respond on HIV and other related socially dangerous diseases. Part of the PEPFAR project is aimed to encourage the generation and sharing of knowledge between Ukrainian and International researches and scientists.
JOB PURPOSE:
The Senior Program Officer: Research and Evaluation Projects Development will lead and support implementation of quantitative and qualitative research and other studies, data collection, analysis and data management activities ensuring the state and internationally required scientific standards.
POSITION REQUIREMENTS:
- Minimum of five years of the relevant experience in HIV- or public health or social science researches projects which includes:
- Data analysis
- Research Protocols/Proposal development
- Program research management involving multiple stakeholders
- Leading, managing and conducting research projects
- University degree in public health, sociology, epidemiology or related field. (Ph.D or International Master degree is preferred);

- Strong writing and editing ability; experience in writing proposal sections and concept notes

DUTIES AND RESPONSIBILITIES:
- Develop the proposals and protocols for the research activities with regard to the current research needs;
- Manage and supervise the research cycle;
- Perform data analysis, interpretation and research evidence synthesis;
- Write and edit research papers including reports, policy briefs, and publications for peer-review journals;
- Develop new and maintain existing relationships with key stakeholders and researchers in Ukraine and worldwide;
- Analysis of the programmatic datasets to monitor and evaluate programs performance;
- Communicate the research evidence and results of the secondary data analysis to ensure that relevant Alliance activities are well-informed and data driven;
- Represent the organization as a spokesperson and advocate at conferences, shareholders’ meetings, policy meetings, and expert gatherings;
- Analysis of HIV epidemiological, program and survey data for the national, oblast and rayon level to monitor trends and peculiarities in order to develop focused recommendations for HIV case finding and treatment programs;
- Monitoring HIV cascade indicators among different populations through analysis and synthesis of the surveillance and programmatic data;
- Provide technical assistance to Public Health Center in their research activities;
- Support data and knowledge sharing activities within Alliance and counterparts;
- Undertake other duties as required.
