 Annex 2 – TERMS OF REFERENCE

FOR THE CONSULTANCY CONTRACT OF: International Senior Data Visualization Developer (Consultant)

  1. Duty Station of the Consultancy: Kyiv, Ukraine (homebased)
  2. Duration of Consultancy: 6 months
  3. Nature of the consultancy: Category A Consultancy

Under the overall supervision the Chief of Mission and the Assessment and Data Coordination Manager, with the direct supervision of the Database and Web Development Officer; the Consultant will support the Information Management team with Developing DTM website for the D&A Unit of IOM Ukraine Mission.

  1. Project Context and Scope:

Over nine years after the onset of the crisis in eastern Ukraine and following the Russian invasion in February 2022, the country has been embroiled in a full-scale war. The consequences of violence have spread across the entire territory of Ukraine, and over 5 million people are estimated to have been internally displaced. This situation is likely to become protracted as fighting continues and new waves of displacement are expected. In support of the ongoing and future humanitarian response, IOM implements large-scale assessments across the country and reporting of displacement and mobility trends, urgent needs, as well as needs related to recovery and durable solutions to displacement.

  1. Organizational Department / Unit to which the Consultant is contributing:

Response, Resilience and Recovery, Data and Analytics Unit.

  1. Category A Consultants: Tasks to be performed under this contract:
    1. Collection and analysis of dashboards requirements.
    2. Develop data models and ETL processes to transform and load data into PowerBI.
    3. Optimize and maintain existing PowerBI solutions for performance and scalability.
    4. Collaborate with other team members to integrate PowerBI with other systems and applications.
    5. Development of dashboard backend — creation of data sources by combining data from the database or connection to published data sources.
    6. Visualization of the data using Javascript libraries such as highcharts or d3.js for website.
    7. Quality checks — functionality tests, data accuracy checks.
    8. Systems performance analysis and minimize the size of data tables.
    9. Technical dashboards creation based on PowerBI repository data.
    10. Document and communicate changes to maintain a standardized approach.
    11. Implement solutions to align calculations, ensuring data integrity and uniform reporting.
    12. Perform such other duties as may be assigned.
  2. Performance indicators for the evaluation of results

Development of dashboards: Implementation of minimum two dashboards related to on-going assessments of Data and Analytics Unit. Power BI is the main software using to develop dashboards with support of DAX and connecting to our databases to import datasets. The created dashboards should be visually appealing, responsive, and user-friendly.

Preparation of SQL tables/views: The consultant will be responsible for preparing the data needs for dashboards as well as maintenance during the period of contract. Tables are views should be sustained and maintained regularly.

Quality check: The consultant will be responsible for checking the figures reflected in the dashboard with the datasets and figures produced by IM team for different assessments and rounds of data collection.

Implementation of changes: The consultant will be responsible for implementing any changes requested by product leads or relevant stakeholders within the Data and Analytics Unit.

Provide monthly reports on the dashboards design and development, preparations on the database level of SQL tables and views, Quality check of data used in the dashboards and any implementation of the changes.

  1. Education, Experience and/or skills required

Education:

  • University degree in Computer or Data Sciences, Statistics, Information and Technology, Geography/Geographic Information System, Communications, or a related field from an accredited academic institution with four years of relevant professional experience.

Experience:

  • 4+ years of experience in developing PowerBI solutions and web based dashboards and charts or visualizations and maps.
  • Proven expertise in data analysis and visualization tools like SQL, Python, R, Excel.
  • Strong understanding of API integrations and usage of Javascript visualization libraries such as Highcharts and Highmaps or d3.js.
  • Strong understanding of data modeling, ETL processes, and data visualization.
  • Proficient in DAX, M, SQL, and other relevant technologies.
  • Excellent analytical and problem-solving skills.
  • Strong communication and interpersonal skills.

Technical skills:

  • 3+ years of JavaScript, CSS, and HTML5.
  • Strong knowledge of data transformation, cleansing, and aggregation techniques.
  • Experience connecting Power BI to various data sources, including databases and APIs.
  • Familiarity with data visualization best practices and design principles.
  • Proven track record of delivering high-quality, interactive Power BI reports and dashboards.
  • Experience with automated testing/scripting.
  • Experience with powerBI and Tableau, as well as data visualization libraries.
  • Experience with ETL, Data modelling, DAX and SQL.
  • Azure experience.
  • Working knowledge of GitHub using pull requests, feature branching and code versioning.
  • Excellent debugging and problem solving skills.
  • Experience with Agile methodologies.
