Duty Station: L’viv or Kyiv (Ukraine), possible to start working remotely, but eventually to move to the duty station (office)
Starting Date: As soon as possible
Duration of Contract: 1 year (with possible extension)
Reporting Lines/Line Management: Regional Director-Eurasia

 

Job Purpose

International Alert (IA) has worked in Ukraine since 2015 and have trained over 80 civil society organisations on conflict sensitivity, and with 40 of these organisations, has provided support for their peacebuilding activities. IA have also supported the development of three multi-disciplinary psychosocial support centres in L’viv, Dnipro, and Kyiv, and six mobile psychosocial support teams along the line of contact, providing services to over 20,000 people.

CSO Partnerships Coordinator, will engage with prospective partners to explain potential support available through the programme and the requirements in applying for funding. This engagement will provide us with an understanding of CSO’s funding needs, which together with the programme objectives, will inform calls for proposals for programme grants. CSOs Partnership Coordinator will conduct CSO mapping throughout the programme.

Duties and Responsibilities

Partnership Identification and Assessment:

  • Manage the administration of partner assessments (vetting, relevancy and capacity assessments), including liaising with program and support unit staff and ensuring departments’ participation in the vetting process with potential and existing partners.

Sub-Grant Management:

  • Act as a focal point for drafting partners’ sub-grant agreements and amendments in English and Ukrainian by liaising with different consortium program and support departments.
  • Ensure that sub-grant agreements are signed on time and shared with relevant departments (Grants, Finance, Admin, etc.).
  • Coordinate partners’ inductions with different departments on programmatic, technical and compliance aspects, and lead inductions on partnerships sub-grant management, tools and reporting.
  • Organise partners’ kick-off meetings, review, and close-out meetings, in coordination with program and support units, and follow up on action points arising from these meetings.
  • Lead and facilitate the review of partners’ progress reports to ensure implementation is on track, address any questions and comments to partners, and escalate major issues to the management (e.g. significant implementation challenges, change in program approach, underachievement, underspending).
  • Review partners’ financial reports to ensure expenses are in line with program objectives and approved budgets, and that spending and forecasting is on track to ensure full utilization of the budget.
  • Responsible for storage and updating of documentation for all vetted partners.
  • Maintain an up-to-date contact details for all of Partners’ key staff.
  • Document all decision-making committee meetings and be responsible for finalizing selection memos for partner’s selection.
  • Be responsible for documenting and Archiving all Partnerships and Capacity Building files.
  • Ensure that backup is completed for all of Partnerships files on a monthly basis.
  • Conduct partner monitoring visits when needed.

Coordination and Communication:

  • Keep Administration and Compliance Units up to date regarding relevant Partnership updates for inclusion in the consortium reporting and updates.
  • Coordinate with the consortium Finance Team to facilitate partner payments, as per agreed terms.
  • Coordinate partner visits with the consortium Focal Points, Technical Leads and Program Managers as per the partnership calendar.

Other:

  • Maintain up-to-date records and files related to partnership, including on OneDrive and the consortium Country Premise.
  • Perform any other relevant tasks as assigned by the consortium lead and Regional Director.

Required qualifications:

  • At least 2 years of experience working on humanitarian programs with displaced populations.
  • Strong understanding of livelihood related needs and services with an understanding of the Ukrainian labour market and economy; experience directly working livelihoods interventions is a strong advantage.
  • At least 2 years of experience working in partnership with and building the capacity of local civil society organizations; and strong understanding of the civil society operating environment in Ukraine.
  • Willingness to be based in L’viv or Kyiv, and to travel within and between regions.
  • Proven analytical and writing skills.
  • Proven communication, interpersonal, representation, negotiation, and diplomacy skills.
  • Ability to establish and maintain good working relationships in a multi-ethnic, multi-cultural and multi-disciplinary environment.
  • Ability to act as a focal point, working across multiple teams.
  • Flexible, enthusiastic and willingness to learn from others.
  • Strong initiative and self-motivation.
  • Ability to manage multiple tasks and meet deadlines.
  • Excellent computer skills, including familiarity with Microsoft Office.
  • Excellent written and oral English.
  • Fluency in Ukrainian required.
