Deloitte is seeking candidates for the position of Component 3 Lead – Individual SOEs support” in support of USAID/UKaid SOERA project. The position is full-time and will be based in Ukraine.
Project Background and Summary:
The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for enterprises remaining in state ownership. Innovative SOE reform and targeted privatization in Ukraine will increase private sector participation, stimulate broad-based economic growth, and reduce corruption. During the war and Ukraine’s recovery, SOERA is prioritizing support to maintain critical public services to citizens, support relocation and resilience of public infrastructure and facilities, enhance strategic communications to the public and external stakeholders, and help plan and execute effective, efficient, and accountable reconstruction. Objectives to be achieved by SOERA include:
Objective:
The SOERA Component 3 Lead will direct technical delivery work on Component 3 (Support to Individual SOEs) and will manage different workstreams and teams within Component 3, scope new interventions, and produce and edit client deliverables. This individual will report to the SOERA Deputy Chief of Party.
Responsibilities:
- Manage Component 3 workstreams under the supervision of the Deputy Chief of Party, supporting the Government of Ukraine and SOE leadership in improving the management of SOEs and corporate governance, especially related to corporatization, corporate governance, transparency and accountability, risk management, cybersecurity, EU integration, digitalization, and other aspects.
- Monitor, manage, and report on counterpart-directed work, including assistance provided by SOERA consultants, subcontractor firms, and grantee organizations.
- Proactively identify opportunities for new assistance workstreams within the mandate of SOERA and Component 3.
- Develop scopes of work for SOERA workstreams and grants.
- Serve as a member of the SOERA Leadership Team, including participation in SOERA work planning and other Activity-wide initiatives.
- Liaise and collaborate with SOERA Component Leads and leaders of cross-cutting activities.
- Develop job descriptions for consultants.
- Prepare reports and deliverables in accordance with the SOERA work plan.
Minimum Requirements:
- Advanced degree from an accredited university in economics, business, political science, energy, finance, social sciences or related fields.
- At least seven years of professional experience in corporate governance, anti-corruption, SOE reform, SOE operations, or related fields.
- Demonstrated effectiveness in leading and managing teams of 10+ staff within the context of changing conditions and adaptive management.
- Extensive technical expertise in one or more of the following: corporatization, corporate governance, risk management, transparency and accountability, cybersecurity, EU integration, digitalization, procurement, energy, and business strategy and processes.
- Demonstrated ability to establish productive relationships with senior government officials, private sector, civil society, and international donors, including on politically sensitive and highly visible issues.
- Demonstrated leadership and human resources management skills to lead a diverse team of local and international experts.
- Willingness to live and work full-time in Ukraine.
- Strong communication, interpersonal, and presentation skills, including verbal and written fluency in English.
- Familiarity with Ukrainian politics and economics, including knowledge of relevant key institutions, a plus.
- USAID program experience preferred.
