Deloitte is seeking a qualified candidate to serve as a Communications Specialist in support of the USAID/ Ukaid Health Reform Support (HRS). The position is full-time and will be based in Kyiv, Ukraine. 

Period of Performance: 01/15/2022 – 09/30/2022

Level of Effort: Full-time

Project Background and Summary:

The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability, and responsiveness of the health care system.
5. Improve service delivery system at all levels.

Objective:

The Communications Specialist will provide technical assistance in implementing communication /promotion activities on Hospital District Network Transformation to ensure capable hospital network to provide quality and more efficient health services.

Description of Services:

• Ensure continuous collaboration and communication with different stakeholders and beneficiaries (other ministries and institutions, local authorities, local health administrations, health providers, as well as different communities and associations, etc.).
• Design and oversee implementation of communication activities on Hospital District Network Transformation with different stakeholders and beneficiaries
• Design, support implementation, and active participation in the offline and online events, trainings, webinars.
• Support production of information materials: print, video, etc.
• Develop data visualization and presentation based on analyzed campaign data
• Perform other tasks related to the communication stream, if needed.

Qualifications:

• At least 2-years of proven work experience as Communications Specialist/Manager
• Experience in Media relations and Event management
• Proven experience in development coordination of all types of communications content: text, video, infographics, print, motions etc.
• Proven experience in arranging online and off-line events with government representatives’ participation (national and regional level)
• Understanding Ukraine’s health system reform will be an asset
• Any reform communication support experience will be an asset
• Professional experience with health care facilities will be an asset
• Professional proficiency in Ukrainian with demonstrated good writing skills
• Excellent interpersonal communicational and organizational skills
• Ability to work independently, meet deadlines and prioritize competing responsibilities
