Communicаtion consultant – Community Actiоn for HIV Control / Pact Inc

Pact Inc, is implementing a USAID-funded project Community Action for HIV Control. The project goal is to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improved prevention, testing and linkage to care among key and priority populations.

Pact seeks a Communication consultant for the Community Action for HIV Control project activities to support tactical and operational communication of both activities and products to strengthen ongoing and future interventions with the goal of enhancing project indicators and reducing the burden of HIV in Ukraine. The period of performance is November, 2022 – April/May, 2023, 720 hours/90 days in total expected.

Consultant will perform the following tasks: 

1. Consultations to strengthen the communications of sub-grantee NGOs (onboarding, creation of individual communication plans, mentoring support, educational materials development, etc.)
2. Recommendations for the implementation of the communication campaign.
3. Support in ToR creation, design, content development, technical testing, and promotion of landing page to increase demand for services of NGO sub-grantees.
4. Participation in regular testing and optimization of the chatbot, updating the content, ensuring promotion.
5. Assist in the creation, design, and distribution of a monthly situation reports and digest for partners
6. Develop forms for evaluation of the communication strategy implementation, conducting the surveys, analysis and modification of implementation plan.
7. Based on collected data of the needs, developing the training activities for both sub-grantee NGOs and project teams.
8. Generation and dissemination of IOMs; materials for project’s social media
9. Assist in the development of materials for traditional and online media, including social advertising.
10. Ability to start working as soon as November, 2022.

On all communications services the Consultant shall:

1.     Collaborate with Communication team in close collaboration with project team
2.     Have the ability to complete the tasks related to visual art, digital communications, integrated marketing.  
3.     Conceptualize, design, and deliver time-sensitive communications materials.
4.     Have the capacity to provide services for six (6) months upon contract expiration and fix the cost of services for the period of contract validity.
5.     Upon acceptance of each material or concept, CAHC will retain all intellectual property rights.

Personnel Requirements:

- Minimum of five (5) years’ experience providing similar services, outstanding technical expertise and excellence in customer service.

- Experience of work in non-profits with Communications, Marketing, Public Relations, Public Information, Public Affairs, External Relations, Media – at least 10 years.

- Experience of work with international organizations and technical projects – at least 5 years.  

- Experience in communications in the field of HIV/AIDS and/or public health is a strong asset.

- Master Diploma, preferably – in communications, humanitarian field, health care sector or social studies.

- Strict adherence to deadlines.

- Ability to work effectively, often under tight deadlines, and deliver a quality services in a professional manner.

- Strong writing and speaking skills in both Ukrainian and English;

- Excellent analytical skills, ability to manage multiple priorities and flexibility;

- Interpersonal skills, punctuality, discipline and mindfulness
