Chemonics International, a global consulting and international development firm, seeks a Monitoring, Evaluation, and Learning (MEL) Manager, long-term position, for the USAID-funded Competitive Economy Program (CEP). CEP is a five-year program to increase the competitiveness of startups and small and medium-sized enterprises (SMEs) in Ukraine, as well as to increase the competitiveness of Ukrainian products in foreign markets, through a combined focus on improving Ukraine’s business enabling environment, increasing private sector competitiveness, increasing access to finance and investments, promoting exports, and facilitating trade.
In coordination with CEP’s technical and communications teams, the MEL Manager leads the development, implementation, and management of all MEL efforts, including: collection of comprehensive data from all technical staff; tracking of results against indicators on a routine, quarterly, and annual basis; and regular documentation of the program’s lessons learned through presentations, special reports, and stories. The MEL Manager leads capacity-building and guidance on appropriate MEL practices and deliverable among program staff, counterparts, partners, subcontractors, and grantees among others.
The MEL Manager’s responsibilities will include, but are not limited to, the following:
- Independently leading CEP’s MEL planning, implementation, and reporting efforts, including the documentation of lessons learned in collaboration with all technical and communications team members
- In coordination with all program staff and in regular consultation with USAID, lead the design, implementation, review, and revision of the MEL system as required to ensure that it adheres to USAID’s direction and meets obligations on tracking progress, providing analysis, reporting results, and documenting lessons learned, consistent with requirements under the program contract or as otherwise required
- Lead the revision of the program’s results framework, indicators, and outcomes in consultation with program leadership and USAID as required
- Supervise, train, and mentor MEL team members, and build the capacity of program staff to consistently and reliably support all comprehensive MEL efforts
- Build government’s and local partners’ and grantees’ capacity in MEL concepts, tools, and processes, adaptive management, and training to define, track, and report on performance indicators
- Lead and manage program-level evaluation efforts, including the development of studies that examine higher-level outcomes
- Lead presentations on MEL findings to USAID and other audiences as required
- Help identify, analyze, and synthesize lessons learned from program implementation and ensure lessons and best practices are incorporated into future activities
- Provide recommendations for program direction or re-direction, as indicated by research and data analysis
- Conduct annual data quality reviews of indicators and data collection and reporting procedures to ensure validity, reliability, timeliness, and precision of data collection methods, and
- Perform other tasks as assigned by the Chief of Party or his/her designee to ensure efficient and smooth MEL data collection and reporting by the program
The required and/or preferred qualifications for the MEL Manager’ position are:
- Demonstrated experience in a similar position in terms of the job tasks and responsibilities outlined above, previous experience working in a development context, experience working with government representatives, donors, and non-governmental organizations
- Experience working with USAID reporting systems preferred
- Post-graduate degree in monitoring and evaluation, statistics, economics, international development, or relevant area preferred
- At least five years of work experience developing and implementing monitoring evaluation systems and completing M&E reporting preferred
- Strong analytical skills, including experience using statistical software and data visualization applications preferred
- Demonstrated professional excellence, excellent communication skills and writing ability
- Fluency in written and spoken English and Ukrainian, and
- Effective cross-cultural and interpersonal skills
