Chemonics International, a global consulting and international development firm, seeks a Human Resources (HR) Associate, long-term position, for the USAID Competitive Economy Program (CEP). CEP is a seven-year program funded by the US Agency for International Development. The purpose of CEP is to support startup businesses and small and medium-sized enterprises (SMEs), increase domestic market competition, and support the competitiveness of Ukrainian firms in international markets. CEP achieves these objectives through five components: improve the business-enabling environment and business climate, support emerging industries, promote export capabilities, support WTO participation and compliance, and help lower costs of trade across Ukraine’s borders.
The HR Associate is responsible for helping Operations Director and HR Manager accomplish HR-related tasks, including involvement with all activities that relate to CEP’s human resources operations, including recruitment, hiring, terminations, absences, performance reports, compensation and benefits information, etc. HR Associate is also involved in recruitment, hiring, and payment processing for Short-Term Technical Assistance (STTA) local consultants.
The HR Associate’s responsibilities will include, but are not limited to, the following:
- Support HR Manager with recruitment, including posting job vacancy announcements, collecting resumes, coordinating and scheduling interviews, performing employment verification/reference checks and biodata preparation.
- Assist with orientation scheduling on program policies and procedures for new hires.
- Support with drafting employment agreements, preparing the employee files, collecting on/off-boarding employees’ documents, overseeing the completion of compensation and benefit documentation, including life insurance and medical / health insurance.
- Provide assistance with maintaining personnel and recruitment files for local staff. Support with proper keeping of personnel files, uploading personnel files to HR Smartsheet system, sharing the respective personnel files with the State Enterprise “The Directorate-General for Rendering Services to Diplomatic Missions” (GDIP).
- Provide assistance to the HR Manager with conducting benefit enrollment process, administering new employment assessments including probation period and annual performance evaluation process.
- Support Operations Director and HR Manager with recruitment of local STTA consultants to ensure compliance with Chemonics policies, USAID rules and regulations, and local labor laws.
- Draft and maintain agreements for local STTA consultants.
- Collect and check STTAs’ timesheets and prepare all required supporting documents for payments to STTA consultants.
- Collect all required personnel forms for staff and ensure that they are completed, saved/updated in electronic and hard copy personnel files.
- Provide support to Operations Director and Chief Accountant in monitoring Level-of-Effort (LOE) and expenditures to ensure following USAID, Chemonics, and Ukrainian regulations, policies, standards, and laws.
- Collect long-term staff timesheets and leave requests, conduct preliminary check and upload in HR files system.
- Record and track staff leave requests and usage of leave time; maintain vacation schedule and calendar.
- Assist in arranging registration of the expatriate personnel in accordance with Ukrainian law: including visas, temporary residence permits, residence address registration and de-registration.
- Support managing staff terminations, resignations, and any other separations. Properly document staff departures, collect and appropriately file staff resignation and termination letters as applicable.
- Assist staff in application process for professional development funds and corporate trainings.
- Ensure all processes are compliant with Chemonics’ manual, local labor laws, and USAID regulations as related to personnel hiring and management.
- Ensure proper scanning, filing and archiving of relevant personnel documentation, both via electronic and hard copy files.
- Other duties as assigned by Chief of Party (COP), Deputy Chief of Party (DCOP), Operations Director and HR Manager.
The required and/or preferred qualifications for the HR Associate position are:
- Minimum Bachelor’s or equivalent degree in human resources, management, business administration, finance, or other relevant discipline required.
- Minimum two years of relevant experience, preferably in recruitment or Human Resource management required. USAID and other donor funded projects experience preferred.
- Demonstrated initiative and self-motivation in handling all assigned tasks in a fast-paced environment required.
- Ability to multitask, prioritize, and manage time efficiently required.
- Strong knowledge of MS Office applications, advanced skills in using Word processing, Excel spreadsheets and electronic communications programs.
- Fluency in Ukrainian and English both oral and written required.
