Chemonics International, a global consulting and international development firm, seeks a Business-Enabling Environment Manager (Manager), long-term position, for the USAID-funded Competitive Economy Program (CEP). CEP is a five-year program to increase the competitiveness of startups and small and medium-sized enterprises (SMEs) in Ukraine, as well as to increase the competitiveness of Ukrainian products in foreign markets, through a combined focus on improving Ukraine’s business enabling environment, increasing private sector competitiveness, increasing access to finance and investments, promoting exports, and facilitating trade.

The Manager supports development and implementation of program activities at the central and local level both to improve the competitiveness of Ukraine’s economy and its startups and SMEs, as well as to facilitate trade.  In coordination with other program teams, the Manager supports efforts to: improve policy making; develop and implement improved laws and regulations; streamline government systems and processes; facilitate public/private sector consultations; increase transparency and accountability; and measure Ukraine’s progress against international indices, among other initiatives.

The Manager will cooperate with a variety of local stakeholders representing the Government of Ukraine, private sector, organizations, and other donor-funded programs to advance competitiveness and trade through direct technical assistance, targeted training programs, workshops, grants, subcontracts, surveys, and other forms of support.

Under the supervision of the BEE Team Lead, and in close consultation with the Government of Ukraine, the Manager leads development and implementation of annual workplans, collaborates with other program technical staff to ensure a holistic approach to achieving program reforms, and adapts to new challenges and opportunities as they emerge. The Manager also cooperates regularly with other teams, including: communications; monitoring, evaluation and learning; grants; subcontracts; finance; and administration as required.

The Manager’s responsibilities will include, but are not limited to, the following:

  • Advise the BEE Team Lead on priority initiatives and strategic direction of BEE activities
  • Support planning, management, and implementation of BEE activities, in cooperation with other team members, as defined in the program contract and approved workplans
  • Ensure that all tasks are executed in a timely manner in close cooperation with all stakeholders and program staff. Illustrative tasks include, but are not limited to:
  • Direct technical assistance to government counterparts and other stakeholders;
  • Preparation and review of technical scopes of work for consultants, grants, subcontracts, surveys, and other support as required in support of improvements in Ukraine’s business-enabling environment
  • Supervise and coordinate tasks of consultants, grantees, subcontractors, and others as required
  • Facilitate the planning and implementation of meetings, training programs, workshops, and other events in cooperation with government counterparts, local stakeholders, other donors and programs, and other program staff
  • Identify solutions to challenges and opportunities to advance reforms, and increase coordination and collaboration with government counterparts, local stakeholders, and other donors and programs
  • Contribute to enhanced dialogue between the Government of Ukraine, private sector, and local organizations, and other donors and programs in support of program priorities
  • Contribute in a timely manner to program annual workplans, MEL plans and reports, success stories, newsletters, quarterly reports, and routine requests from USAID
  • Participate in regular meetings with USAID, government counterparts, other local stakeholders, COP/DCOP, BEE team, and other program staff as required
  • Perform other tasks as assigned consistent with the Manager’s qualifications and this scope of work.

The required and/or preferred qualifications for the Manager’ position are:

  • Advanced degree in law, economics, or related field required
  • At least five years of experience working in Ukraine with the government, non-governmental and/or business support organizations, private sector, and/or a donor or donor-funded program on BEE-related reforms preferred
  • Experience with policy making, development and implementation of laws and regulations, streamlining government systems and processes, facilitating public/private sector consultations, increasing transparency and accountability, and/or tracking and improving performance in international indices required
  • Experience serving in a leadership role on programs with a comparable scope of work preferred
  • Strong oral and written communication skills in English and Ukrainian required
  • Effective cross-cultural, interpersonal skills and demonstrated ability to resolve high-level program issues with program staff, USAID, government counterparts, local stakeholders, non-government and business support organizations, and donor or donor-funded representatives required
  • Demonstrated leadership, versatility, and integrity
