Job Title: Business Analyst.
Project Name: Recovery for All (RFA).
Location of Position: Full Remote.
Reporting to: RFA Deputy Director, Head of Digital Governance Team.
Remuneration: Fees are subject to negotiation and shall not exceed established market rates.
Indicative LOE/Time Frame: Full-time, Monday-Friday.

The duration of the contract is till the end of 2025 with a possibility of extension (subject to approval and implemented deliverables during a previous deployment).

For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).

Citizenship: Ukraine.
Language Requirements: Excellent knowledge of Ukrainian, ability to speak and write clearly.
Upper-intermediate or higher level of written and spoken English.

Project Description:
Recovery for All (RFA) is a seven-year (2025–2031) technical assistance project, funded by Global Affairs Canada and implemented by Alinea International.

RFA will support 50 war-affected communities take on the massive task of managing the damage that has been inflicted by Russia’s war against Ukraine. The aim of our work with communities is to help them build back better, not only in terms of reconstruction, but also socially and economically, so that people that have stayed in the communities not only survive this war, but can thrive. Each community has its own needs and priorities, so we will work with them to plan a recovery that meets those needs, build the capacity to attract financing and implement recovery initiatives, that serve the long-term development of communities to develop and to foster a better future for residents.

At the national level, RFA works with the Ukrainian government on recovery planning and coordination, ensuring different ministries and agencies collaborate effectively and together, that these efforts support Ukraine’s path toward EU integration. RFA supports tracking and reporting on the Ukraine Plan through digital systems we have developed, allowing Ukraine to report efficiently, accurately and transparently to the EU, on its progress required for release of financial tranches under the EU Facility.

About the Work:
RFA provides technical assistance to multiple Ministries to:
● Improved capacity of Government of Ukraine (GoU) to establish EU compatible and decentralized strategic and recovery planning framework that align sector plans across government;
● Improved capacity of GoU to develop gender-responsive, citizen-oriented, inclusive and environmentally sensitive policies within the strategic and recovery planning framework;
● Improved capacity of the GoU to manage the consolidated policy agenda in a transparent, accountable, evidence-based manner.

To achieve these objectives RFA Project is developing software to automate the above-mentioned processes.

The Role:
We are seeking a highly skilled and proactive Business Analyst to support the development of software tools that enable evidence-based recovery planning and policy coordination at national and municipal levels.

Key Responsibilities:
● Elicit, analyze, and document business and software requirements from stakeholders across government institutions and technical teams.
● Prepare high-quality documentation including Software Requirements Specifications (SRS), business rules, user stories, data dictionaries, use cases, and process flows.
● Facilitate workshops, interviews, and observations to gather and clarify requirements, including conflict resolution among diverse stakeholder needs.
● Model business processes using BPMN, UML, or similar diagramming methods to support solution design.
● Collaborate with cross-functional teams, including QA, developers, UX/UI designers, and project managers.
● Work closely with the System Architect to translate high-level architectural design vision into clear, actionable requirements for the development team.
● Ensure traceability of requirements throughout the software development lifecycle.

Required Qualifications:
Experience:
● 3+ years as a Business Analyst in software development or digital transformation projects.
● Demonstrated experience with requirements elicitation in complex stakeholder environments.
● Practical experience preparing software documentation (e.g. SRS, Vision & Scope docs, Use Case specs).
● Practical experience in modeling using BPMN and/or UML (e.g., activity, state-transition, and use case diagrams).
● Exposure to projects involving data analytics, or database-driven platforms, API integration.
● Experience working on public sector or donor-funded development projects is a plus.

Skills:
● Understanding of system architecture, client-server communication, and database structure.
● Knowledge of SQL and API behavior is an asset.
● Strong critical thinking and analytical skills.
● Ability to manage ambiguity and conflicting stakeholder inputs effectively.
● Excellent written and verbal communication in both English and Ukrainian.
