Офіс перехідних ініціатив (OTI) Агентства США з міжнародного розвитку (USAID) працює в Україні з 2014 року, допомагаючи підтримувати її демократичну та європейську трансформацію. Спочатку зосереджуючись на стабілізаційних потребах і кризі переміщення внаслідок вторгнення Росії в східну Україну, Ініціатива зі зміцнення довіри в Україні (UCBI) OTI та UCBI II скоригували цілі, щоб усе більше зосереджуватися на зміцненні довіри на місцях щодо процесів реформ на національному рівні, посилюючи об’єднуючі наративи, засновані на демократичних принципах. і громадянські цінності, а також усунення нових загроз стабільності. У лютому 2022 року OTI запустила UCBI III як механізм реагування на випадок надзвичайних ситуацій для подолання наслідків жорстокого та невиправданого вторгнення Росії. Наразі UCBI III має чотири цілі: 1) сприяти тому, щоб українські голоси зміцнювали підтримку єдності, демократії та незалежності України; 2) Дати можливість уряду та громадянському суспільству в ключових областях швидко реагувати на критичні пріоритети, викликані війною; 3) Мобілізувати українців навколо спільних цінностей, які підтримують єдність для формування майбутнього країни; 4) Сприяти зародженню зусиль щодо національного оздоровлення та боротьби зі звірствами. /The United States Agency for International Development (USAID) Office of Transition Initiatives (OTI) has been in Ukraine since 2014, helping support its democratic and European transformation. Initially focusing on stabilization needs and the displacement crisis resulting from Russia’s invasion of eastern Ukraine, OTI’s Ukraine Confidence Building Initiative (UCBI) and UCBI II adjusted objectives to focus increasingly on building local confidence around national-level reform processes, amplifying unifying narratives grounded in democratic and civic values, and addressing nascent threats to stability. In February 2022, OTI launched UCBI III as a contingency response mechanism to address the impacts of Russia’s brutal and unjustified invasion. UCBI III currently programs towards four objectives: 1) Enable Ukrainian voices to build support for Ukraine’s unity, democracy, and independence; 2) Enable government and civil society in key areas to rapidly respond to critical priorities caused by the war; 3) Mobilize Ukrainians around shared values that maintain unity to shape the country’s future; and 4) Contribute to nascent efforts for national healing and addressing atrocities. 

Нова діяльність USAID/OTI – UCBI 4 – має на меті просування об’єднаного, демократичного та орієнтованого на Європу відновлення України після вторгнення Росії. Ця мета буде досягнута за допомогою трьох початкових завдань програми: /  USAID/OTI’s new activity – UCBI 4 – has the goal of advancing Ukraine’s unified, democratic, and Europe-oriented recovery from Russia’s invasion. This goal will be met through three initial program objectives: 

1. Поліпшення раннього відновлення та реінтеграції переміщеного населення в прифронтових громадах і нещодавно відновлених районах; 2. Збільшення охоплення та залучення до наративів, які зміцнюють українську єдність і демократію; і 3. Посилення ненасильницьких громадянських дій і зв’язків у контрольованих Росією районах з рештою України. / 1. Enhanced early recovery and reintegration of displaced populations in frontline communities and newly reclaimed areas; 2. Increased reach of and engagement with narratives that strengthen Ukrainian unity and democracy; and  3. Strengthened nonviolent civic action and connections in Russian-controlled areas with the rest of Ukraine.

Principal Duties and Responsibilities

• Responsible for facilitating and supporting all monitoring, evaluation, and learning efforts of UCBI 4’s activities within a designated geographic/programmatic area.
• Under the guidance of the Monitoring, Evaluation, and Learning Manager (MELM), Research, Monitoring, Evaluation, Learning, Communications Director (RMELC Director) and OTI Deputy Country Representative (DCR) the MELO will be responsible for the overall quality of the unit activities’ MEL systems, overseeing the design of MEL plans, ensuring the activities are in line with the UCBI strategic framework and rapid assessment results which have a high likelihood of achieving impact and respond to the current social and political situation.
• Contribute to data analysis and impact assessments on program (primary) and cluster/activity (secondary) levels.
• Provide technical MEL assistance and mentorship to grantees and potential partners during activity preparation and implementation in coordination with other staff.   
• Monitor and ensures that all activities from a designated geographic/programmatic area are oversighted by conducting periodic site visits and attend grantee events and activities to collect data for monitoring and evaluation and document site visits in the database and through photographs, focus groups discussions, observations, stakeholder meetings, etc. 
• Assist in designing field data collection tools, which allow for quantitative and qualitative analysis. Support development of tools for preliminary profiling and impact assessments as necessary and per direction of the COP and/or OTI CR and DCR. 
• Report on atmospherics (emerging trends, news, and developments) that relate to the political, social, cultural, and economic dynamics within the portfolio.
• Advise the MEL Manager on the evolution of the program implementation, quality of the grantee’s, service providers’ and UCBI staff’s performance. 
• Work with SPDMs/PDMs/PDAs on designing and developing activity level MEL plans and ensuring that outcome level successes are captured, Edit and/or assist PDMs in drafting impact and results summaries for grants and/or other reporting as required. 
• Review Activity Database entries to monitor activity development, implementation, and MEL plans on an activity-by-activity basis. 
• Manage scheduling and logistics of field data collection. 
• Liaise with staff in field office(s) to ensure consistency of qualitative information being collected and captured for database entries.
• Develop and deliver training for field staff in field research/data capture. 
• Contribute to timely, high-quality, thoughtful contributions to UCBI communications deliverables including, but not limited to, Semi-Annual Reports, Success Stories, Case Studies.
• Coordinate with other teams and colleagues ensuring collaborative planning and constructive relationships.
• Seek out knowledge and learning opportunities from other team members and departments as well as subject matter experts and partners to deepen innovation and excellence in activities and ensure best practices are realized.
• Co-facilitate team’s and grantees feedback loops activities to create a room for pursuing learning that ensures innovation within portfolio.
• Duty of care responsibilities ensuring team members are encouraged to use their leave and are aware of, and supported to use staff care resources available to them and their families.
• Responsible for creating a climate of empathy and compassion that places a high premium on work-life balance and the pursuit of individual and family mental health.
• Lead and co-lead periodic cluster and other evaluations sessions. 
• Contribute to accurate and timely MEL inputs within given geography/programmatic area.
• Travel as required to program site visits and meetings to facilitate effective program oversight, learning, and evaluation.  
• As needs dictate, the MELM may assign ad hoc special tasks and duties to the MELO to ensure the overall efficient development of program activities.

Qualifications

• Bachelor’s degree preferred.
• One (1) to two (2) years professional experience on complex field programs preferred.
• Proven experience working with USAID grants programs, ideally with OTI, preferred.
• Ability/willingness to travel to locations where UCBI works.
• Demonstrated analytical ability and understanding of local, regional, and national political context, with the ability to think creatively in conceptualizing relevant grant activities required. 
• Strong organizational, management, and communication skills, preferably with respect to report writing and monitoring and evaluation. 
• Proven knowledge of local and international NGOs and community-based organizations implementing relevant activities and programs in country, as well as key governmental actors and stakeholders, with an up-to-date understanding and knowledge of the political environment and social conditions in the country required. 
• Experience working with local organizations to implement community participation and consensus-type activities required. 
• Ability to practically demonstrate successful experience with all the core competencies listed above required.
• Prior work experience with Chemonics desirable.
• Fluent written and oral Ukrainian required.
• Proficient written and oral English required.
