As Mercy Corps pursues its objectives in the region it will continue to assess the security situation in areas of potential operation, with an eye towards the logistics of possible programmatic interventions and positioning going forward. Mercy Corps Ukraine Response currently has operations in Ukraine, Poland and Moldova, it employs approximately 200 staff and has Awards/Programs in place with over 40 local Partners. Active annual Awards are approximately $90m.

Program / Department Summary

The Mercy Corps Finance and Compliance  (F & C) Department is responsible for all financial functions including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance.  The Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures.  In its role as a support to the Program Department, the F & C Department provides timely reports and assistance to the Senior management team and the Program team to ensure that financial resources are used efficiently and effectively.

General Position Summary

The new position of Payroll Assistant will report to the Ukraine Payroll Officer and assist her with ensuring that all Ukraine employees are paid on time, all payroll calculations are correct and in compliance with Mercy Corps regulations, national team handbook and with Ukraine Labour Code. They will ensure that all payroll documentation is collected, verified, approved and properly filed. The Payroll department is also responsible for all statutory employees income tax reporting and other government reports and works in close coordination with the HR department for all payroll payments preparation. The Payroll Assistant position, like that of Payroll Officer, will be based in Lviv, Ukraine.

Essential Job Responsibilities

Ukraine national Payroll

  • Assist in the migration from external payroll service provider to internal payroll processing with new payroll software, expected before end of December 2023,
  • Preparation of bi – monthly payroll data, review calculations from software, corrections as needed, ensuring matching documentation is filed (including sick leave, vacation pay, overtime, other types of leave, allowances, etc.),
  • Maintenance and timely submission of Labour report (Quarterly),
  • Reconciliation of salary and accruals accounts before payments,
  • Prepare salary payment package to payment team for processing in the correct format,
  • Preparation of end of service payments taking into account all information from HR, leave balances, insurance calculations, etc,
  • Calculation of sick leaves and follow-up on pension funds receipts and payments to staff members,
  • Review of business trips advance requests, review of business trips expense reports,
  • Reconciliation of travel advances with expenses report,
  • Preparation of tax payments related to payroll and expense reports,
  •  Preparation of certificates of employment upon request, and
  •  Other related payroll tasks to ensure timely bi monthly payroll and full regulatory compliance to Ukraine Government entities.

Ukraine medical and life Insurance

  • End of service insurance tax calculations
  • Preparation of monthly life and medical insurance amortization entries
  • Any other tasks as requested by supervisor

Supervisory Responsibility: None

Accountability  

Reports Directly To: the Payroll Officer, Department of Finance and Compliance, Ukraine Response (Lviv)

Works Directly With: HR Team and Finance Team, and supports the other Departments in Ukraine Response, comprising: Operations, Security and other MC in different Responses – as required.  

Minimum Qualification & Transferable Skills  

  • Higher Education in accounting, auditing or other finance related topics,
  • Good knowledge (& preferably demonstrated experience in implementing) Ukrainian Labour Legislation and in particular on salary calculations, good knowledge on income and military tax accounting,
  • Good computer skills in MS Office programs, particularly Excel, but also 1C, Medok,
  • Work experience in a similar position in private of NGO sector of 2 years or more,
  • Very good attention to detail,
  • Ability to analyze large amount of data and spot mistakes,
  • Ability to meet deadlines, including under pressure, and competing deadlines.
  • Very clear and diplomatic customer service skills in explaining to staff specifically what documents are required and what calculations generate the monthly payroll, and
  • Fluency in Ukrainian is required. Proficiency in English is very helpful, but is not mandatory.

Success Factors  

The successful candidate will be literate, calm and ideally have some experience with Ukraine Labor Code and payroll processing and payroll software. S/he will have a strong attention to detail to ensure that staff bi – monthly payroll is calculated correctly and importantly, in a timely manner. S/he will be honest, conscientious and have a service oriented mindset with ability to address other team members queries about payroll calculations.

Living Conditions / Environmental Conditions 

The position is based in  Ukraine, in Lviv, Kyiv, Dnipro or Odesa. The position requires up to 40% travel to support programming, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited.
