DAI is seeking highly qualified candidates to occupy full-time Monitoring, Evaluation and Learning Specialist position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.

Project Background

The Promoting Integrity in the Public Sector Activity (Pro-Integrity) will concentrate on addressing three narrow development challenges within its manageable interest and influence to overcome corruption risks at the national institutional level, local government level, and related to Ukraine’s recovery and reconstruction. Specifically, these include:

  • Anti-Corruption Institutional Challenges: Nascent anti-corruption institutions facing depleted human resources and budget austerity during wartime face challenges guaranteeing adequate corruption prevention, deterrence, and the inevitability of punishment for corruption offenses.
  • Weak Anti-Corruption Controls in Local Government: Weak anti-corruption compliance and control measures in local communities, depleted human resources, and humanitarian emergencies during wartime challenge adequate corruption prevention, deterrence, and the inevitability of punishment for corruption offenses at the local level.
  • Recovery and Reconstruction Corruption Risks: Unresolved corruption risks due to the lack of internal control, non-transparent procedure, and weak civil oversight over key reconstruction processes, including infrastructure restoration, asset management, and environmental recovery, create risks for transparent and accountable reconstruction and recovery.

The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with the mission and U.S. government strategy.

Position Description

The Monitoring, Evaluation, and Learning (MEL) Specialist will support the development, implementation, and management of the project’s monitoring and evaluation (M&E) systems and activities, ensuring effective, quality and timely responses to the project’s MEL needs. S/he will support the Monitoring, Evaluation, Learning, and Adaptation Director with data collection and analysis and monitoring and evaluation activities across the project.

Key Duties & Responsibilities

  • Support the development and maintenance of the MEL Plan and frameworks in collaboration with Pro-Integrity leadership, USAID, FCDO, and other key stakeholders, incorporating a clear, process-oriented methodologies for systematic data collection and analysis, graphic workflows, and proposed performance indicators.
  • Support and strengthen the project’s comprehensive performance monitoring systems to track the progress of all activities and outputs and provide relevant and timely information to project stakeholders.
  • Support the development and/or adaptation of tools for data collection, including the design and implementation of surveys and other data collection methods.
  • Contribute to activities to measure and establish relevant baseline(s) and endline(s), supporting the coordination and implementation of the project’s baseline, mid, and end-of-project surveys.
  • Help to establish quality and procedural standards for project reporting in compliance with USAID and DAI home office policies and procedures.
  • Track, measure, and record the project’s indicators and targeted results to provide metrics to measure progress and that serve as measurable performance standards by which the project’s performance will be assessed.
  • Track project’s progress and analyze outcomes and impacts in an integrated manner allowing for data driven decision making, ongoing learning, and program adjustments.
  • Document and make available evidence and analytic results from MEL and CLA studies and evaluation reports, meeting notes, decisions made, and follow ups from learning engagements.
  • Manage, track, and report on internal and external project indicators, and record relevant information in DAI’s proprietary project database (TAMIS).
  • Contribute to the preparation of performance data reports for client deliverables, ad hoc requests from clients and project counterparts/stakeholders, and DAI’s project management team.
  • Ensure that required gender, youth, and other disaggregated data are tracked, recorded, and reported properly.
  • Support capacity building of project staff to understand MEL Plan requirements, performance indicators, and their roles in data collection, analysis, validation, and QA/QC.
  • Support coordination between MEL, communications, and technical teams.
  • Support data reporting for USAID databases.
  • Other tasks as assigned.

Qualifications

  • A bachelor’s degree, preferably in a relevant field of study such as communications, information systems, or international development.
  • A minimum of eight (8) years of relevant professional experience, including substantive prior experience in designing, implementing, and/or coordinating MEL systems and processes for donor-funded development programming.
  • Applied knowledge of USAID MEL best practices and guidelines, including standard development indicators, is strongly preferred.
  • Demonstrated experience in data collection, management, and analysis, plus experience with learning and reporting.
  • Demonstrated expertise in qualitative and quantitative research methodologies, including prior experience in survey design and development.
  • Strong interpersonal communication, analytical, and writing capacities. 
  • Demonstrated proficiency with MS Office applications, including Word and PowerPoint, required; additional demonstrated proficiency in the use of graphic arts/design, data visualization, and/or other applications relevant for the development of communications products preferred. 
  • Fluency in Ukrainian with excellent oral and written communications skills required; professional proficiency reading, writing, and speaking English strongly preferred.
