Since the invasion of Ukraine by the Russian Federation on February 24th, 2022, the total number of verified civilian casualties were 11,862, including 5,110 killed, according to the UN Human Rights Monitoring Mission in Ukraine (HRMMU). The scope and scale of damage to critical infrastructure caused by the conflict has also been devastating, including residential housing, hospitals, schools, kindergartens, and other civilian targets damaged or destroyed. The number of people with disabilities (PWDs) caused by the war — both combatants and civilians — has led to increased special demands on services, specifically medical and psycho-social, which are expected to continue to grow substantially over time. The Government of Ukraine has a wide set of policies regulating the sphere of social and medical services and a wide range of rehabilitation centres, nevertheless, the rehabilitation system lacks capacities, funds and is in dire need of modernisation and face difficulties in terms of dealing with war inflicted injuries and traumas. Responding to this, UNDP has launched a project aimed at responding to the immediate needs in terms of service provision as well as economic integration of PWDs caused by the war, by enhancing capacities of rehabilitation facilities across Ukraine and partnering with Civil Society for increased livelihood opportunities, while underpinning the Governments long-term rehabilitation agenda for PWDs and continued work for a Barrier-free Environment in Ukraine.

The Project comprises three outputs:

Output 1. Government of Ukraine enabled to design new policies and regulations to better protect, respect and fulfil the rights of people with disabilities, with the focus on rehabilitation

Output 2. Rehabilitation institutions have enhanced technical expertise, capacities and equipment to ensure necessary service provision

Output 3. PWDs’ socio-economic integration enhanced through livelihood support.

Duties and Responsibilities Communication:

  • Prepares a comprehensive communications and visibility strategy and relevant budgets for all major project activities annually;
  • Regularly and proactively prepares/ disseminates communications products (including success stories, project briefs, news releases, articles, videos, power-point presentations, brochures, website updates, infographics, talking points, etc.,) in order to give maximum visibility to the Project and showcase the Project’s results and achievements;
  • Undertakes regular field visits to partner organizations/local stakeholders to provide advice and guidance on the outreach and visibility components as well as to capture material for success stories including photos, videos and beneficiary quotes;
  • Advices project team on including communication components in project implementation;
  • Identifies areas/ platforms where results of the project can be shared and ensure wide dissemination and visibility for project achievements and results;
  • Engages with UNDP Ukraine communication team and other actors at all levels to promote project activities both internally and externally; and
  • Supports project team to establish of community of practice in target areas to facilitate knowledge exchange.

Research and Analysis:

  • Identifies areas of research which are vital for project implementation, results and impact monitoring and lead research and analysis;
  • Supports the Project Manager and the project team in obtaining insight on project implementation, and integrating feedback into revising project implementation strategies, and/or annual work plans, as well as knowledge products; and
  • Screens all knowledge products developed by the project team for accuracy and consistency.

Reporting:

  • Plays a pivotal role in ensuring that the progress of the Project is well documented, proof-read, and reported in a timely and high-quality manner;
  • Develops a reporting calendar for internal and external reporting purposes to ensure that that all reports are submitted in a timely manner;
  • Reports on project progress and completion both qualitatively and quantitatively, in line with UNDP corporate requirements and the respective donor’s requirements, focusing on results-based reporting;
  • Liaises directly and independently with donors and referring to relevant reporting guidelines to ensure that the required reporting formats are followed. Required information must be presented precisely and accurately, meeting high professional standards of English language skills, editing, formatting and overall graphical presentation;
  • Works closely with the Programme Analyst, Governance, and relevant technical specialists to ensure accurate collection, documentation and analysis of information and data in a results-based and timely manner;
  • Prepares and systematically updates information for the development of project fact sheets, infographics, FAQs, backgrounders, data tables, briefings, and presentations related to project implementation;
  • Supports project partners to meet reporting requirements (including through trainings, developing reporting templates); and
  • Supports in drafting concept notes and proposals for future resource mobilization and supporting in precisely and succinctly minuting key decisions taken through stakeholder meetings.

Institutional Arrangement

The Communications Analyst will work under the overall supervision of Programme Specialist, Democratic Governance (Team Leader)Team Leader/Governance, and direct supervision of the Project Manager in close cooperation with the Project’s team.

Required Skills and Experience

Education:

  • Master’s Degree (or equivalent) in Communications, Journalism, International Development, Legal Studies, Public Policy, Social Sciences or a Multi-disciplinary area relevant to the terms of reference
  • Bachelor’s degree in the related fields with additional 2 years of relevant experience will be given due consideration in lieu of a Master’s degree

Experience:

  • Minimum two years (with Master’s degree) or four years (with Bachelor’s degree) of progressively responsible work experience in a Communications and Reporting Capacity will be required.
  • Previous working experience in the UN system/ development sector is desiable.
  • Documented evidence of experience in creative communications and outreach products, donor reports is an asset.
  • Prior experience in results based reporting/monitoring and evaluation and other communications and reporting related functions in-line with TOR requirements would be advantageous.

Languages:

  • Fluency in Ukrainian and English, written and oral, is required
