On 10 November 2022, UNDP launched its new Repair of infrastructure in war-affected regions of Ukraine Project (ECHO4SCHOOLS-UA: Repair/Retrofitting of schools in war-affected regions). With an overall duration of one year, the project is made possible due to the support of the European Union and is carried out in close collaboration with the Ministry of Communities, Territories and Infrastructure Development of Ukraine, regional administrations, local communities and educational facilities (schools and kindergartens) and other government stakeholders.

Nowadays, Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war resulting from the unprovoked Russian military aggression has already created significant loss of lives, unprecedented displacement, internally and towards neighboring countries, and devastating destruction of infrastructure.

Ukraine has faced the losses of many people’s lives and devastative destruction of infrastructures and economic bases. Currently, more than 50% of the energy infrastructure damaged, causing the massive disruption of energy supply nationwide with millions of people experiencing power outages and challenges in heating. Extensive scale of destruction of infrastructure, rehabilitating or constructing infrastructures and installing equipment with necessary supply of the materials is urgently required to restore or maintain lifeline and key basic services, followed by removal or mines and explosives as well as debris.

The incumbent Project aims to support the national government and local municipalities in reducing social and economic losses, and to accelerate the recovery process through educational premises’ repairs via light and medium repair works at war-damaged school facilities and equipment. The Government of Ukraine has completed a Damage Needs Assessment (DNA) and has shared a priority list of damaged schools in several municipalities (including Zhytomyr, Zakarpattia, Kirovograd, Mykolaiv, Poltava, Rivne, Sumy, Ternopil’, Cherkasy, and Chernihiv).

UNDP Ukraine received a list of school facilities from the «Ukraine Fast Recovery Plan — Schools» with damage rate equal to or below 60% located in areas where UNDP has already a presence on the ground and ongoing activities. The targeted schools are spread over nine municipalities: Zhytomyr, Zakarpattia, Kirovohrad, Mykolaiv, Odesa, Poltava, Rivne, Dnipro, Cherkasy and L’viv regions. Light and medium damage repairs include windows, roofs, sanitary facilities, classroom equipment, canteens, insulation, solar panels, bomb shelters, sirens, and heating system repairs (as per European Union DG ECHO instructions).

Also, as supported by the Government of Germany within the initiative to contribute to achievement of key results under pillar 3 of the UNDP Resilience Building and Recovery Programme for Ukraine (i.e. for Emergency infrastructure works to support Internal Displaced People management and public service provision), the recovery activities within this Project shall additionally cover 12 more schools in 5 municipalities of Ukraine (Zaporizhia, Mykolaiv, Rivne, Sumy and Chernihiv), which itself would then enable over 3,000 students to get back to their schools.

Requirements for candidates:

  • 4 years of experience in the field of solution development using SharePoint, SharePoint Online, Power Platform or similar technologies or related fields.
  • Experience in developing internal/external information portals/pages would be considered as an asset;
  • Experience in developing projects with using Microsoft Power BI tool or similar data visualization software, SharePoint Online solutions, including workflows, custom pages, forms, and portal would be considered as an asset;
  • Experience in designing SharePoint Online sites, associated infrastructure, and web parts integrations would be considered as an asset;
  • Experience of work with GIS software products e.g., ArcGIS or QGIS, for mapping and spatial analysis, including the development of (open source) geodatabases and sharing GIS products via cloud-based platforms would be considered as an asset.
  • Strong communication and interpersonal skills, demonstrated ability to build trust;
  • Excellent interpersonal skills; culturally and socially sensitive; demonstrated ability to work effectively in team;
  • Analytical and system thinking;
  • Excellent Data analysis and visualization skills;
  • Good overall computer literacy, including proficiency in various MS Office applications (Excel, Word, PowerPoint etc.);
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.
  • Bachelor degree or equivalent in IT, Informatics, Data Analysis or related fields.
  • Ukrainian, Level: Fluent, Required
  • English, Level: Fluent, Required
