PROGRAM BACKGROUND

Handicap International “HI” (operating as Humanity & Inclusion) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.
HI is currently opening a multi-sectoral life-saving assistance to displaced and non-displaced populations in Ukraine such as :  Protection, shelter, health, NFIs, food security and livelihoods, water, sanitation, hygiene, and education and strengthening and supporting access to mental health and psychosocial support; provision of basic and domestic items including food, unrestricted cash assistance, and core relief items.

General Mission

The Administrative and Recruitment Officer manages personnel administration activities in accordance with current legislation. S/he ensures that the mission’s HR-related administrative procedures are consistent with HI’s HR policies and frameworks and with local law and practices. He or She implements sourcing, recruitment and mobility activities for national staff members. S/he advises managers on the policies, procedures and tools to be rolled out in these fields.

Missions/Responsibilities

  • Mission 1: Contributes to the quality of personnel administration for HI staff
  • Mission 2: Responsible for payroll management
  • Mission 3: Implements the recruitment process for national positions; supports the manager at every stage.
  • Mission 4: Legal and social aspects: participates in monitoring compliance with the HR legal framework
  • Mission 5: External sourcing of potential candidates, skills and profile.

Main Activities:

PAYROLL MANAGEMENT

  1. Is responsible for implementing the payroll process in compliance with HI’s legal and social obligations, rules and policies
  2. With delegated authority from HR manager, represents HI with local administrative authorities (employment inspectorate, etc.).

ADMINSITRATIVE MANAGEMENT

  1. Rolls out personnel administration policies, processes and tools;
  2. Organises staff briefings on administrative matters and local employment conditions
  3. Produces documents and applies regulatory procedures concerning personnel administration
  4. Ensures compliance with HI’s legal obligations: paying the appropriate social contribution rates, updating knowledge of social minima and legal obligations, etc.,
  5. Ensures that personnel files are archived in compliance with HI’s rules

RECRUITMENT

  1. Contributes to the assessment of aspects of the local labour market (training courses provided in the country, available skills, employer attractiveness etc.)
  2. Assists managers on how to apply the recruitment and mobility processes and ensures the process’ quality and compliance with HI policies
  3. Is responsible for the HR part of the recruitment process in compliance with HI’s policies
  4. With his/her HR manager, establishes the salary level of the candidate for the job in compliance with the current pay policy and communicates an employment offer to the candidate.
  5. Establishes and coordinates a local pool of candidates and profiles, and updates it regularly

Qualification(s):

 

  • Bachelor degree in the relevant fields of HR.
  • Proven knowledge in Payroll, HR management and recruitment.
 

Experience (type and amount of experience) :

 

 

  • More than 2 years’ experience in the administrative field
  • Previous experience working in humanitarian programs
  • Previous experience with HI.
 
  • Previous experience with HI.

Skills (knowledge, abilities required for the position, refer to skills repository document) :

 

  • Excellent communication and writing capacities in English
  • Proficient: Microsoft Word, Excel, PowerPoint
  • Knowing how to simplify and prioritise
  • Professional skills: payroll management, personal administration recruitment processes ,

Salary: As per HI salary scale

Duration of Contract: 2 months with possibility of renewal
