Тендер на проведення тренінгу: Доступ до фінансування для сільських МСП та фермерів
Федеральне міністерство економічного співробітництва та розвитку Німеччини (BMZ) доручило German Sparkassenstiftung for International Cooperation (German Sparkassenstiftung або “DSIK”) реалізацію першої основої фази проєкту «Соціально-екологічна трансформація сільського сектора ММСП та стійкі фінансові послуги на Південному Кавказі та в Україні» («Проєкт»).
German Sparkassenstiftung прагне покращити доступ до фінансових послуг у сільській місцевості та їх використання для мікро-, малих і середніх компаній (ММСП). Таким чином, головною метою проєкту є покращення доступу ММСП у сільській місцевості до орієнтованого на майбутнє сталого ринку фінансових послуг та збільшення використання стабільних фінансових послуг, що керуються попитом, що сприяє соціально-екологічним перетворенням у країнах проєкту.
Метою цього завдання є розробка та проведення комплексної тренінгової програми “Доступ до фінансування для сільських МСП та фермерів”. Тренінг буде зосереджений на підвищенні фінансової грамотності, розвитку навичок бізнес-планування та зміцненні стійкості сільськогосподарських виробників і підприємств з переробки харчових продуктів в Україні.
Загальною метою завдання є посилення знань учасників щодо фінансових інструментів і механізмів, доступних для сільських мікро-, малих і середніх підприємств (МСП) та фермерів, а також підвищення їхньої спроможності ефективно отримувати, використовувати та управляти фінансовими ресурсами, особливо в контексті післявоєнного відновлення та сталого розвитку.
Тренінг також сприятиме досягненню ширших цілей Проєкту, зокрема просуванню інклюзивних і сталих фінансових послуг, підтримці соціо-екологічної трансформації сільської економіки та зміцненню довгострокової стійкості агропродовольчого сектору України.
У цьому контексті від консультанта очікується виконання наступного обсягу робіт:
- Background Information
The German Federal Ministry for Economic Cooperation and Development (BMZ) has commissioned German Sparkassenstiftung for International Cooperation (German Sparkassenstiftung or “DSIK”) with the implementation of the first main phase of the project “Socio-Ecological Transformation of the Rural MSME Sector and Sustainable Financial Services in Armenia, Georgia, Tajikistan, and Ukraine” (“Project”).
German Sparkassenstiftung aims to improve access to and use of financial services in rural areas for micro, small, and medium-sized companies (“MSME”). The project thus has the main objective to improve the access for rural MSME to a future-oriented, sustainable financial services market and to increase the use of demand-driven and sustainable financial services, which contribute to a socio-ecological transformation in the project countries.
- The Assignment
The assignment aims to design and deliver a comprehensive training programme “Access to Finance for Rural SMEs and Farmers”. The training will focus on improving the financial literacy, business planning skills, and resilience capacity of agricultural producers and food processing enterprises in Ukraine.
The overall objective of the assignment is to strengthen participants’ knowledge of financial instruments and mechanisms available to rural MSMEs and farmers, and to enhance their ability to access, utilize, and manage financial resources effectively, particularly in the context of post-war recovery and sustainable development.
The training will also contribute to the broader objectives of the Project by promoting inclusive and sustainable financial services, supporting the socio-ecological transformation of the rural economy, and fostering long-term resilience within Ukraine’s agri-food sector.
Against this background, the consultant is expected to perform the following scope of work is proposed:

A preliminary list of training topics may include, but is not limited to, the following modules: Module 1. Available Types of Support for Agricultural Producers Overview of available business support instruments: government programmes, bank loans, grants and donor programmes, leasing, non-bank loans, factoring, agricultural receipts, etc. Module 2. Where to Find and How to Obtain Financing? Innovative tools for identifying and attracting financing, including platforms for finding funding opportunities. Module 3. How Can a Farmer Get Closer to Obtaining the Desired Financing? Business planning as an effective tool for management and attracting finance — purpose, structure, planning approaches, financial statements, and common mistakes. Module 4. Building Resilience Strengthening the capacity of agribusinesses to manage risks, withstand external shocks, and maintain financial stability under crisis conditions. Module 5. Promoting Sustainability Integrating sustainable agricultural practices and green finance instruments to ensure long-term competitiveness and environmental responsibility. |

In total, the assignment will encompass up to 100 expert days.
4. Deliverables
- Training methodology and materials, including the training curriculum, structure, PowerPoint presentations, participants handout, and case studies tailored to the Ukrainian agri-food sector.
- A short final report summarizing activities, key findings, feedback, and achieved outcomes.
5. Reporting officer and primary contact
The contractor will cooperate closely with and be responsible to the Head of Representative office of DSIK in Ukraine.
6. Logistics
The proposal should include the costs for training organization and logistics.
